МЕТОДИЧНІ МОЖЛИВОСТІ ВИКОРИСТАННЯ КОМПЛЕКСНИХ ІНДИКАТОРІВ РЕГІОНАЛЬНОГО РОЗВИТКУ У ВИКЛАДАННІ КУРСУ РЕГІОНАЛІСТИКИ

Abstract

У статті висвітлюються проблеми методики використання комплексних індикаторів регіонального розвитку у процесі викладання навчального курсу «Регіоналістика». На прикладі практичної участі викладачів і студентів у реалізації комплексного дослідницького проекту з розрахунку Індексу євроінтеграційного поступу показано пізнавальні і методичні можливості вивчення студентами проблем регулювання регіонального розвитку із застосуванням комплексних індикаторів. Відповідний навчальний матеріал розроблено на основі власних досліджень і власної практичної участі у розробці і моніторингу виконання Стратегії регіонального розвитку Херсонської області до 2020 року. Виявлено пізнавальні і практичні можливості сконструйованого за участю авторів Індексу євроінтеграційного поступу для адекватної оцінки місця Херсонщини у контексті регіонального розвитку в Україні і визначення перспектив і напрямків такого розвитку. Статья посвящена проблемам методики преподавания учебного курса «Регионалистика». На примере практического участия преподавателей и студентов в реализации комплексного исследовательского проекта по расчету Индекса евроинтеграционного развития показаны познавательные и методические возможности изучения студентами проблем регулирования регионального развития с применением комплексных индикаторов. Соответствующий учебный материал разработан на основе собственных исследований и практического участия автора в разработке и мониторинге исполнения Стратегии регионального развития Херсонской области до 2020 года. Выявлены познавательные и практические возможности сконструированного при участии авторов Индекса евроинтеграционного развития для адекватной оценки места Херсонщины в контексте регионального развития Украины и определения перспектив и направлений такого развития. An article describes the using methods of integrated regional development indicators problems in teaching the course "Regionalistics." One of the priorities of innovative pedagogical and methodological work in teaching the course "Regionalistics" the competence approach appears. For the formation of students’ professional competence in matters of regional development raises evaluation is very important tool – using the integrated indicators of regional development: the human development index, the index of reproduction, the index of decent work, education index and others. Competence in this approach is the ability of students to solve concrete tasks of regional development evaluation. In teaching topics - "Regional Development Strategy", "Regional differences of socio-economic development levels " and others during lectures and workshops the idea of the possibility and the need of comprehensive social and economic indicators for evaluating the effectiveness of regional management using develops. An instructor of "Regionalistics" courses has a problem – students’ mastery of modern measuring the level of regional development methods. This includes mastering acquaintance with the latest methods and measurement of students' design skills indexes of regional development and their use for comparative analysis of regional development. In a shortage of own resources lacking to peripheral universities to conduct their own research they could be a research and educational school for students. It is extremely important to the teachers and students be involved in the implementation of research projects of local NGOs that can offset this deficiency. The educational and methodical possibilities of students’ researches of these problems are showed on the example of practical participation of teachers and students in implementing a comprehensive research project on the basis of the European integration progress index. Materials of the study and Eurointegration Steps of Ukraine's regions index calculation used in teaching such topics as " "The structure of regional economy", "Regional differences in structure and specialization of economic complexes", "Regional differences of socio-economic development levels", etc of course "Regionalistics".. They are the supplement of calculating methods of the Human Development Index, developed by the Institute of Demography and Social Studies by the name of M.V.Ptuhy Ukrainian NAS. Index calculation was based on the Association Agreement between Ukraine and the EU and Association Agenda (AA). The index, as a relative value, was calculated based on indicators units that reflect the priority of reform in areas defined by the Association Agreement between Ukraine and the EU. Solving scientific and practical problems in calculating the Index was provided by a set of research and educational activities: clarification of the concept of "region" using the methodology of a systematic analysis and the determination of the characteristics of regional socioeconomic system. Students in the study of the topics are noted the importance of determination of the characteristics of regional socio-economic system, they used general scientific methods of generalization, systematization, axiomatic method, deduction, induction, comparative historical method and so on. SWOT-analysis is widely used. Training materials were developed based on their own research and practical participation in the development and monitoring of the Regional Development Strategy Kherson region by 2020. Discovered cognitive and practical possibilities of constructed Index of European integration progress with the participation of authors for adequate evaluation of Kherson region place in the context of regional development in Ukraine and determine the prospects and trends of such development.
