КУЛЬТУРНА ПОЛІТИКА УКРАЇНИ В СУЧАСНИХ УМОВАХ СВІТОВИЙ ДОСВІД, УКРАЇНСЬКІ РЕАЛІЇ ТА ПЕРСПЕКТИВИ

Abstract

У статті розкриті особливості культурної політики України у контексті становлення в сучасних умовах із врахуванням світового досвіду, в тому числі країн Європейського Союзу та, виходячи із сучасних реалій та подальших перспектив розвитку. Виявлено, що головна мета діяльності Європейського Союзу у культурній сфері спрямована на підтримку та збереження спільної культурної (матеріальної та духовної) спадщини європейців, результату багатовікового обміну. Визначено, що модель реалізації культурної політики в країнах Європейського Союзу значною мірою залежить від політичної системи, рівня централізації та децентралізації державної влади, загальної позиції сфери культури в суспільному житті, незалежно від того, який підхід буде обрано. З’ясовано, що реаліза- ція культурної політики в Україні має базуватися на засадах, що відповідають сучасним європейським моделям культурної політики, враховуючи критичні явища в українському суспільстві. Розглянуто виклики сучасного стану української культурної сфери та перспективи розвитку культурної політики України. Виокремлено, що культурна політика України в умовах євроінтеграції зможе ефективно захистити культурні надбання, відкрити їх світові та підвищити престиж України на міжнародній арені. Доведено, що реформування сфери культури та її правове забезпечення повинно виступати одним із головних завдань як гуманітарної політики, так і політики соціально- економічного розвитку України, яке полягає у збереженні споконвічних традицій з одночасним перетворенням їх на загальнолюдські цінності побудови сучасної демократичної нації на основі культурних та історичних цінностей. The article reveals the peculiarities of Ukraine's cultural policy in the context of its formation in modern conditions, taking into account world experience, including the countries of the European Union, and based on modern realities and future development prospects. It was revealed that the main goal of the European Union's activities in the cultural sphere is aimed at supporting and preserving the common cultural (material and spiritual) heritage of Europeans, the result of centuries-old exchange. It was determined that the model of cultural policy implementation in the countries of the European Union largely depends on the political system, the level of centralization and decentralization of state power, the general position of the sphere of culture in public life, regardless of which approach is chosen. It has been found that the implementation of cultural policy in Ukraine should be based on principles that correspond to modern European models of cultural policy, taking into account critical phenomena in Ukrainian society. The challenges of the current state of the Ukrainian cultural sphere and the prospects for the development of the cultural policy of Ukraine are considered. It is highlighted that the cultural policy of Ukraine in the conditions of European integration will be able to effectively protect cultural assets, open them to the world and increase Ukraine's prestige in the international arena. It is proved that reforming the sphere of culture and its legal support should be one of the main tasks of both the humanitarian policy and the policy of socio-economic development of Ukraine, which consists in the preservation of ancient traditions while simultaneously transforming them into universal human values of building a modern democratic nation on the basis of cultural and historical values.
