СТРАТЕГІЧНІ ДОМІНАНТИ РОЗВИТКУ ЗАКЛАДУ ПРОФЕСІЙНОЇ ОСВІТИ

Abstract

Мета дослідження полягає в окресленні стратегічних напрямів розвитку закладів професійної освіти, визначенні основних чинників, що сприяють популяризації професійної освіти, факторів, що забезпечують підвищення якості професійної підготовки здобувачів освіти у закладах професійної освіти. Для досягнення мети використано теоретичні й емпіричні методи, метод статистичного дослідження. Методика дослідження базується на наукових положеннях компетентнісного, діяльнісного, системного, середовищного, інформаційного підходів. Результати. Сучасний освітній процес закладів професійної освіти потребує реалізації новітніх підходів. З цією метою важливо розробити концепцію розвитку закладу, яка буде відображати стратегічні цілі й напрями його діяльності. Необхідним елементом розробки стратегії є здійснення SWOT-аналізу з визначенням сильних і слабких сторін закладу, його можливостей та ймовірних зовнішніх загроз. Успішний розвиток закладу професійної освіти можливий за умови узгодженої діяльності з потенційними роботодавцями, вивчення потреб ринку праці, забезпечення закладу сучасним матеріально-технічним забезпеченням, якісним складом педагогічного колективу, достатнім фінансуванням. Значну роль у реформуванні освітнього процесу закладів професійної освіти відіграє міжнародна співпраця, участь у європейських програмах. Вагомим чинником популяризації професійної освіти є профорієнтаційна робота, а її елементом – кар’єрне консультування. Створення центрів кар’єри у закладах професійної освіти – один із напрямів стратегічного планування. Значну роль в організації освітнього процесу відіграє уміння використовувати цифрові ресурси й електронні засоби навчання, тому формування і розвиток цифрової компетентності учасників освітнього процесу – нагальна потреба сучасного суспільства. Висновки. У результаті проведеного дослідження визначено основні підходи до розробки стратегії закладу професійної освіти з урахуванням вимог сьогодення. З’ясовано причини, що гальмують процес підготовки здобувачів освіти закладів професійної освіти. Окреслено основні напрями якісної організації професійної підготовки здобувачів освіти. The purpose of the study is to outline the strategic directions of development of vocational education institutions, identify the main factors that contribute to the popularization of vocational education, factors that ensure the improvement of the quality of vocational training of students in vocational education institutions. To achieve this goal, theoretical and empirical methods, as well as the method of statistical research were used. The research methodology is based on the scientific provisions of the competence, activity, system, environmental, and information approaches. Results. The modern educational process of vocational education institutions requires the implementation of the latest approaches. To this end, it is important to develop a concept for the development of the institution that will reflect the strategic goals and directions of its activities. A necessary element of strategy development is a SWOT analysis to determine the strengths and weaknesses of the institution, its capabilities, and possible external threats. The successful development of a vocational education institution is possible only if it works in concert with potential employers, studies the needs of the labor market, provides the institution with modern material and technical support, high-quality teaching staff, and sufficient funding. International cooperation and participation in European programs play a significant role in reforming the educational process of vocational education institutions. A significant factor in the popularization of vocational education is career guidance, and career counseling is an element of it. The creation of career centers in vocational education institutions is one of the directions of strategic planning. The ability to use digital resources and e-learning tools plays a significant role in the organization of the educational process, so the formation and development of digital competence of participants in the educational process is an urgent need for modern society. Conclusions. As a result of the study, the main approaches to the development of a strategy for a vocational education institution are identified, taking into account the requirements of today. The reasons that hinder the process of training students in vocational education institutions are identified. The main directions of highquality organization of vocational training of students are outlined.
