МЕТОДИЧНІ ПІДХОДИ ДО ЗАБЕЗПЕЧЕННЯ ДАНИМИ АНАЛІЗУ ПРОСТОРОВОГО ПЛАНУВАННЯ МІСЦЕВОГО РОЗВИТКУ

Abstract

Виявлено актуальну проблему забезпечення випереджувального місцевого розвитку, а саме забезпечення достовірними та повними даними для планування та досягнення місцевого розвитку. У статті проаналізовано особливості структури та отримання даних для планування, про-рамування, реалізації заходів, моніторингу та оцінки ефективності місцевого розвитку. Виявлено проблеми системи забезпечення територіальних громад базового територіального рівня достовірними та повними даними, які характеризують місцевий розвиток та визначають діяльність органів місцевої влади щодо досягнення розвитку місцевої економіки. У статті розглядаються алгоритми підбору та аналізу супутникових знімків територій територіальних громад як джерела збору достовірних даних їх розвитку, визначена їх система та взаємоузгодженість, описано інструментарій верифікації даних отриманих при обробці супутникового знімку. Визначено інструменти та способи отримання статистичних даних в результаті експедицій та польових досліджень безпосередньо у громаді. Використано досвід планувальних та проєктних організацій отримання даних для аналізу в умовах кризи організації діяльності місцевої статистики, посилення ролі цифровізації у цій сфері та становлення місцевого самоврядування у постсоціалістичний період під впливом результатів реформи АТУ України. Запропоновано підходи забезпечення статистичними даними із забезпечення розвитку території на прикладі Макарівської територіальної громади Київської області, їх просторового впорядкування та представлення у вигляді ГІС. Здійснено аналіз отриманих даних із застосуванням ГІС-інструментів. Розроблено представлення просторово впоряд-ованих статистичних даних, які відображають стан розвитку територіальної громади у вигляді веб-додатка в середовищі розробленої ГІС. Місцевий розвиток адаптований під потреби системи прийняття управлінських рішень на основі партисипативного підходу. Вказано на недостатній рівень урядової підтримки формування сучасної статистичної бази місцевого розвитку. Показані особливості та проблеми ресурсного забезпечення для подальшого прискореного соціально-економічного розвитку територіальних громад регіону. The article identifies an urgent problem of ensuring advanced local development, namely, providing reliable and complete data for planning and achieving local development. The article analyzes the peculiarities of the structure and obtaining data for planning, programming, implementation of measures, monitoring and evaluation of the effectiveness of local development. The problems of the system of providing territorial hromadas of the basic territorial level with reliable and complete data that characterize local development and determine the activities of local authorities to achieve the development of the local economy are identified. The article discusses the algorithms for selecting and analyzing satellite images of territorial hromadas as a source of collecting reliable data on their development, defines their system and interconnectedness, and describes the tools for verifying the data obtained during satellite image processing. The tools and methods for obtaining statistical data as a result of expeditions and field research directly in the hromada are identified. The experience of planning and project organizations in obtaining data is used for analysis in the context of the crisis of local statistics organization, the increasing role of digitalization in this area, and the formation of local self-government in the post-socialist period under the influence of the results of the reform of the administrative and territorial structure of Ukraine. The proposed approaches to providing statistical data on the development of the territory on the example of territorial hromada of Kyiv region, their spatial organization and presentation in the form of GIS are proposed. The obtained data are analyzed using GIS tools. The presentation of spatially organized statistical data reflecting the state of development of territorial hromada in the form of a dashboard in the environment of the developed GIS, adapted to the needs of the management decision-making system based on a participatory approach. The insufficient level of governmental support for the formation of a modern statistical base for local development is indicated. The features and problems of resource provision for further accelerated socio-economic development of territorial hromadas in the region are illustrated on the example of territorial hromada.
