ОСОБЛИВОСТІ ОРГАНІЗАЦІЇ ПРОЦЕСУ РЕІНТЕГРАЦІЇ ВЕТЕРАНІВ ГІБРИДНОЇ ВІЙНИ: ПІДХІД QUADRUPLE HELIX

Abstract

У статті розкриваються особливості побудови процесу реінтеграції ветеранів гібридної війни в Україні на основі принципів Quadruple Helix. Дана модель соціально-економічних відносин як розширена версія моделі Triple Helix передбачає співпрацю між різними колами науковців, виробниками та органами влади, додаючи до учасників взаємодії четверту спіраль – громаду чи громадянське суспільство. Представлено модель побудови взаємин між представниками різних ланок чотириланкової спіралі, визначено ключові етапи процесу, запропоновано форми взаємодії на різних етапах. Аргументовано думку, що підхід Quadruple Helix до процесу реінтеграції сприятиме врахуванню ширшого спектру потреб ветеранів та оптимізації процесу соціально-економічної підтримки вказаної категорії громадян. Мета статті полягає у концептуалізації моделі процесу реінтеграції ветеранів гібридної війни в Україні за концепцією Quadruple Helix. Досягнення поставленої мети передбачало вирішення низки завдань, а саме: вивчення та узагальнення провідного досвіду наукової спільноти з проблеми реінтеграції ветеранів гібридної війни; аналіз перспектив застосування підходу Quadruple Helix у побудові моделі процесу реінтеграції ветеранів гібридної війни в Україні; створення та обґрунтування ефективності моделі процесу реінтеграції ветеранів гібридної війни на основі підходу Quadruple Helix. Дослідження реалізовувалося з використанням комплексу теоретичних (аналіз, узагальнення, систематизація) та практичних (спостереження, моделювання) методів. Наукова новизна даного дослідження вбачається в адаптації моделі соціально-економічної взаємодії до сфери планування та реалізації соціальної підтримки ветеранів гібридної війни з метою їх ефективної реінтеграції у цивільному соціумі. У висновках підтверджено, що модель соціально-економічних відносин Quadruple Helix може бути ефективно імплементована в процес реінтеграції ветеранів гібридної війни в Україні як така, що інтегрує інтереси ключових учасників процесу. The article reveals the peculiarities of building the process of reintegration of veterans of the hybrid war in Ukraine based on the Quadruple Helix principles. This model of socio-economic relations as an extended version of the Triple Helix model involves cooperation between various circles of scientists, manufacturers and authorities, adding to the participants of the interaction the fourth spiral – the community or civil society. A model of building relationships between representatives of various links of the four-link spiral is presented, the key stages of the process are defined, and forms of interaction at different stages are proposed. The article argues that the Quadruple Helix approach to the reintegration process will contribute to taking into account a wider range of needs of veterans and optimizing the process of socio-economic support for this category of citizens. The purpose of the article is to conceptualize the model of the process of reintegration of veterans of the hybrid war in Ukraine according to the Quadruple Helix concept. Achieving the set goal involved solving a number of tasks, namely: studying and summarizing the leading experience of the scientific community on the problem of reintegration of hybrid war veterans; analysis of prospects for the application of the Quadruple Helix approach in building a model of the process of reintegration of veterans of the hybrid war in Ukraine; creating and substantiating the effectiveness of the hybrid war veterans reintegration process model based on the Quadruple Helix approach. The research was carried out using a set of theoretical (analysis, generalization, systematization) and practical (observation, modeling) methods. The scientific novelty of this research can be seen in the adaptation of the socio-economic interaction model to the sphere of planning and implementation of social support for hybrid war veterans with the aim of their effective reintegration into civil society. The conclusions confirm that the Quadruple Helix model of socio-economic relations can be effectively implemented in the process of reintegration of veterans of the hybrid war in Ukraine, as one that integrates the interests of key participants in the process.
