АНАЛІЗ СУЧАСНОГО СТАНУ ДЕРЖАВНОЇ ПІДТРИМКИ АГРАРНИХ ПІДПРИЄМСТВ УКРАЇНИ

Abstract

У статті здійснено аналіз чинної системи державної підтримки аграрних підприємств в Україні. визначено пріоритетні напрями діяльності сільськогосподарських підприємств, які фінансуються за рахунок державного бюджету. Проаналізовано досвід державного сприяння мікро- та малим підприємствам агробізнесу в різних розвинених країнах світу. визначено порядок використання коштів, виділених ыз державного бюджету, та встановлено основні параметри отримання державної допомоги. Проаналізовано планові та фактичні видатки із загального та спеціального фондів державного бюджету. встановлено, що суми, спрямовані на програми підтримки розвитку АПК, не використані повною мірою. визначено причини такого невикористання державних коштів. крім того, за допомогою кореляційно-регресивного аналізу підтверджено ефективність застосування державної підтримки агровиробників. В статье проведен анализ действующей системы государственной поддержки аграрных предприятий в Украине. определены приоритетные направления деятельности сельскохозяйственных предприятий, финансируемых за счет государственного бюджета. Проанализирован опыт государственного содействия микро- и малым предприятиям агробизнеса в различных развитых странах мира. определен порядок использования средств, выделенных из государственного бюджета, и установлены основные параметры получения государственной помощи. Проанализированы плановые и фактические расходы по общему и специальному фондам государственного бюджета. установлено, что суммы, направленные на программы поддержки развития АПК, не использованы в полной мере. определены причины такого неиспользования государственных средств. кроме того, с помощью корреляционно-регрессионного анализа подтверждена эффективность применения государственной поддержки агропроизводителей. Іn this article, an analysis of the current system of state support of agrarian enterprises in ukraine is carried out. the priority directions of activity of agricultural enterprises, which are financed from the state budget, are determined. the experience of state assistance to micro and small agribusiness enterprises in various developed countries of the world is analysed. the procedure for using the funds allocated from the state budget and the main parameters for obtaining state aid are determined. the planned and actual expenditures from the general and special funds of the state budget that were implemented in 2018 are analysed. it is established that the amounts directed to the programs of support for the development of the agro-industrial complex in 2018 are not used to the full. the reasons for such non-use of public funds are determined, the main one is the cumbersome process of obtaining state financing, which requires a large number of documents and certificates. the research carried out a comparative analysis of expenditures from the state budget, which were sent to the programs of support for the development of the agro-industrial complex in 2018 and to be allocated in 2019. it was established that in 2019, expenditures were increased in comparison with 2018. the correlation matrix of the dependence of changes in the volume of state support on the financial results before taxation of agrarian enterprises and volumes of produced agricultural products is made. in addition, with the help of correlationregression analysis, the effectiveness of the state support of agricultural producers has been confirmed. this analysis is based on establishing a link between the size of state support for agricultural enterprises and the yield of their production and gross domestic product. these methods have made it possible to determine the impact of state support to the agrarian sector, along with other factors, as well as to assess the extent of financial support and the profitability of agricultural production. on the basis of the data obtained during the correlation-regression analysis, a plural linear model was developed that shows the dependence of factor characteristics of gross domestic product, output, financial results before taxation, and exports on the resulting feature of state support for agrarian sector development programs.
