    THE HOLOCAUST IN SOUTHERN UKRAINE: THE RESPONSE OF SURVIVED JEWS OF KALININDORF DISTRICT AFTER THE GERMAN OCCUPATION

    Based on archival documents and published and unpublished materials of oral history, the paper offers an overview of the Holocaust in the Kalinindorf district (territories of modern-day Kherson and Mykolaiv Oblast, Ukraine) and the reaction of survived Jews after their return from evacuation and the front. Through particular cases, the paper shows the variants of behaviour and adaptation of Jews to post-war living conditions. The mid-1940s serves as the historical background; it was a period when antisemitic attitudes strengthened in society and in the party leadership. The article indicates how the Jews returned to the pre-war lifestyle in rural areas, but also their rejection of new conditions and changes in the place where they lived. It also investigates the formation of the Jewish community’s tradition of commemorative practices in places of mass executions of Jews. На основі архівних документів, опублікованих і неопублікованих матеріалів усної історії, висвітлюється Голокост в Калініндорфському районі (території сучасних Херсонської та Миколаївської областей) та реакція урятованих євреїв після повернення з евакуації та фронту. На прикладі окремих випадків наведено варіанти поведінки та адаптації євреїв до післявоєнних умов життя. Історичним фоном виступає середина 1940-х рр. як період посилення антисемітських настроїв у суспільстві та партійній верхівці. Відзначається, як повернення євреїв до попереднього життєвого укладу в сільській місцевості, так і неприйняття нових умов і зміна місця проживання. Прослідковано формування традиції єврейської общини із проведення комеморативних практик в місцях масових розстрілів євреїв. Artykuł bazuje na dokumentacji archiwalnej, opublikowanych i nieopublikowanych relacjach historii mówionej, i stanowi zarys problemu Holokaustu w dystrykcie Kalinindorf (terytorium dzisiejszych obwodów chersońskiego i mikołajowskiego), ukazuje również reakcje ocalałych Żydów po powrocie z frontu i ewakuacji. Na przykładzie poszczególnych przypadków artykuł prezentuje różne zachowania i typy adaptacji Żydów do życia w powojennych warunkach. Tło historyczne stanowi połowa lat 40. XX wieku, jako okres wzmocnienia nastrojów antysemickich w społeczeństwie i wśród przywódców partyjnych. Artykuł opisuje zarówno powrót Żydów do przedwojennego sposobu życia na terenach wiejskich, jak i ich niechęć do nowych warunków i nowego miejsca osiedlenia. Prezentuje również badania nad kształtowaniem się wśród społeczności żydowskich tradycji praktyk upamiętniających w miejscach masowej eksterminacji.

    ГЕОРГІЙ АФАНАСЬЄВ (1848-1925): НАРИСИ БІОГРАФІЇ І НАУКОВОЇ ТВОРЧОСТІ

    У статті, на основі праць попередників, систематизовано біографічні данні історика, викладача, публіциста, фінансиста та дипломата Георгія Омеляновича Афанасьєва. Визначено, що попри активну наукову та суспільну діяльність Г. Афанасьєв досі не отримав належної оцінки своєї роботи. Намічено основні напрямки подальших досліджень його життя та діяльності, зокрема доповнення біографії, визначення кола особистих та професійних зв‟язків, складання бібліографії праць ученого й проведення їх історіографічного аналізу, вивчення публіцистичної діяльності, дослідження епістолярної спадщини тощо. В статье, на основе работ предшественников, систематизированы биографические данные историка, преподавателя, публициста, финансиста и дипломата Георгия Емельяновича Афанасьева. Определено, что не смотря на активную научную и общественную деятельность, Г. Афанасьев все еще не получил достойной оценки своей работы. Намечены основные направления дальнейших исследований его жизни и деятельности, в частности дополнение биографии, установление круга личных и профессиональных связей, составление библиографии работ ученого и проведение их историографического анализа, исследование эпистолярного наследия, изучение публицистической деятельности и прочее. The biographical information about historian, teacher, journalist, diplomat and financier Heorhii Omelianovych Afanasiev was systematized in the article based on works of predecessors. Despite active scientific and social activities G. Afanasiev did not get properevaluation of his work. Main directions off urther studies his life and work were defined, in particular the complement of the scientist‟s biography, the definition of his personal and professional relationships, the compiling a bibliography of scientist‟s works and its historiographical analysis, the study of journalistic activities, research epistolary heritage etc.

    ГЕОРГІЙ АФАНАСЬЄВ (1848–1925): СПРОБА УПОРЯДКУВАННЯ БІБЛІОГРАФІЇ УЧЕНОГО

    У статті упорядковано бібліографію робіт історика, громадського діяча та політика Георгія Афанасьєва. До бібліографії включено перелік монографічних праць, статті, а також список публічних лекцій. В статье сделана попытка упорядочить библиографию работ историка, общественного деятеля и политика Георгия Афанасьева. В библиографию включены перечень монографических работ, статьи, а также список публичных лекций. Heorhii Omelianovych Afanasiev (1848-1925) was a known historian, a lecturer, a journalist, a diplomat, a financier and a statesman. The article is devoted to the systematization of his scientific and publicistic works. One manifestation of H. Afanasiev’s creative activity was public lecture,it is also included in the bibliography list. Recently this personality is becoming more known among Ukrainian historians. His works can be found in the central libraries and archives of the former Soviet Union, but, in general, scientist’s creative heritage is dispersed. A lot of historian’s works have not lost their scientific weight and were republished during the last decade. Therefore, H. Afanasiev’screativity is interesting and topical for contemporary scholars and this theme is deserved a comprehensive study. Drafted bibliography demonstrates the wide range of H. Afanasiev’s interests, it is shown in the disclosure of historical topics at the crossroads of history and economics, using an interdisciplinary approach. In addition, the scientist has interested in politics. We hope that the compiled list of the historian’s works will be use ful for the researchers and will be supplemented in the future.

    ЗАХИСТ ПРАВ КОРІННИХ НАРОДІВ: МІЖНАРОДНІ СТАНДАРТИ ТА ДОСВІД УКРАЇНИ

    Метою статті є вивчення формування законодавчої бази України щодо захисту прав корінних народів з урахуванням сучасних підходів до розвитку теми у сфері міжнародного права. В основу дослідження покладено історико-правовий, порівняльно правовий, формально-юридичний і метод докумен- тального аналізу. Результати. Тема захисту прав корінних народів є відносно новою як у міжнародному праві, так і в законодавстві України. Рубіжними подіями, стали, зокрема, прийняття Декларації ООН про права корінних народів (2007) на міжнародному рівні й ухвалення Закону України «Про корінні народи України» (2021) в українському законодавстві. Наразі залишаються актуальними питання, пов’язані з розвитком прав корінних народів, а саме: щодо дотримання прав корінних народів у світлі динамічних змін клімату, або можливостей корінних народів у сфері морського простору та ресурсів, або питання пошуку справедливості у світлі колоніального минулого та спроб подолання його наслідків для представників корінних народів тощо. Наголошується на актуальності подальшого вдосконалення Закону України «Про корінні народи України» 2021 року, зокрема, у частині доповнення переліку корінних народів України, та розвитку галузі шляхом прийняття нових підзаконних актів. Висновки. На думку авторів, Україна пройшла важливий етап формування засадничої нормативної бази, що стосується захисту прав корінних народів. У цьому процесі український законодавець керувався міжнародними принципами в цій сфері. Крім того, сучасне українське законодавство отримало нормативне визначення поняття «корінний народ», яке досі відсутнє в міжнародному праві. Разом із тим перед Україною стоїть завдання ратифікації міжнародних угод, які дадуть змогу не лише декларувати, але й гарантувати дотримання прав корінних народів, зокрема приєднання до Конвенції Міжнародної організації праці про корінні народи та народи, що ведуть племінний спосіб життя 1989 року. The purpose of the article is to study the formation of Ukraine’s legislative framework for the protection of the rights of indigenous peoples with due regard for modern approaches to the development of the topic in the field of international law. The study is based on historical and legal, comparative legal, formal legal and documentary analysis methods. Results. The topic of protecting the rights of indigenous peoples is relatively new, both in international law and in Ukrainian legislation. The adoption of the UN Declaration on the Rights of Indigenous Peoples (2007) at the international level and the Law of Ukraine “On Indigenous Peoples of Ukraine” (2021) in Ukrainian legislation were milestones. At present, there are still relevant issues related to the development of indigenous rights, in particular, the observance of indigenous rights in the light of dynamic climate change, or the possibilities of indigenous peoples in the field of maritime space and resources, or the search for justice in the light of the colonial past and attempts to overcome its consequences for indigenous peoples, etc. The authors emphasize the relevance of further improvement of the Law of Ukraine “On Indigenous Peoples of Ukraine” of 2021, in particular in terms of supplementing the list of indigenous peoples of Ukraine and developing the industry through the adoption of new bylaws. Conclusions. In the authors’ opinion, Ukraine has passed an important stage in the formation of the fundamental regulatory framework for the protection of the rights of indigenous peoples. In this process, the Ukrainian legislator was guided by international principles in this area. Moreover, modern Ukrainian legislation has received a normative definition of the concept of “indigenous people” that is still absent in international law. At the same time, Ukraine faces the task of ratifying international agreements that will allow not only to declare but also to guarantee the observance of the rights of indigenous peoples, in particular, accession to the 1989 ILO Indigenous and Tribal Peoples Convention.

    У статті йдеться про регіональні особливості організації та проведення першої Всесоюзної ТЗЕТ-лотереї 1927–1928 рр. на території Херсонської округи та її значення для справи переселення єврейського населення СРСР «на землю». В статье рассмотрены региональные особенности организации и проведения первой Всесоюзной ОЗЕТ-лотереи 1927–1928 гг. на территории Херсонской округи и е значение для процесса переселения еврейского населения СССР «на землю». This article is devoted to the regional characteristics of the first All-Union TZET lottery-1927–1928 in Kherson province and its relocation to the case of the Jewish population of the USSR «on the ground». In the mid-1920s, the Soviet government launched a major project of solving the "Jewish question." The essence was to «socialization» of the Jewish population of the USSR by engaging in physical labor in enterprises and agriculture. In particular, it was supposed to move «on the ground» half a million Jews in 10 years. Land funds were given in southern Ukraine for this (Kherson, Krivoy Rig, Zaporozhie and Pervomayskaya districts), in North Crimea and the Amur region (Birobidzhan). For the realization of the resettlement campaign Committee on the land construction of Jewish workers (KOMZET) was created and, formally, NGO Society for land construction of Jewish workers in the USSR (TZET), which, in particular, organized lottery campaign.

Статья посвящена истории еврейской аграрной колонизации в СССР во второй половине 1920-х гг. Рассмотрено место Херсона, как транзитного центра на Юге Украины в этом процессе, в частности через функционирование Дома переселенцев. The article is devoted to the history of Jewish agricultural colonization in the USSR in the second half of 1920-ies. It deals with the place of Kherson as a transit center in southern Ukraine in this process, including through the functioning of the House of migrants.

    ХРОНІКА ХЕРСОНСЬКОГО ГЕТТО (1941 р.)

    Після встановлення нацистського окупаційного режиму в містах України було створено десятки єврейських гетто. Більшість із них досі залишаються «білими плямами» на тлі історії міського простору. У статті розглянуто історію гетто у Херсоні. Встановлено, що від самого початку нацистська адміністрація не планувала довгострокового існування гетто, а його мешканців мали знищити у найкоротші строки. Актуальність запропонованої теми зумовлено необхідністю вивчення маловідомих сторінок місцевої історії, які мають допомогти осмислити сучасний міський простір із його минулим та сприяти формуванню сучасної політики пам’яті. Історія херсонського гетто десятиліттями залишалася маловідомою широкому загалу і досі не була темою спеціального історичного дослідження. Це можна пояснити низкою об’єктивних факторів. Більшість головних свідків організації та ліквідації гетто знищили нацисти. Гетто існувало дуже короткий час (близько одного місяця) в умовах ізоляції та комендантської години; спілкування його мешканців із іншим населенням міста максимально обмежили. У післявоєнні роки радянська влада з політичних міркувань не розглядала трагедію єврейського народу як окрему проблему. Зібрано та опрацьовано комплекс джерел, які дають змогу охарактеризувати обставини створення гетто, повсякденне життя у ньому та процес його ліквідації. Визначено, що створювали та ліквідовували гетто члени зондеркоманди 11а айнзацгрупи Д поліції безпеки СД. За наказами нацистів у місті сформували єврейську раду («юденрат»), діяльність якої передбачала облік єврейського населення міста та переведення його до гетто. Прослідковано поведінку та адаптацію мешканців міста до життя в умовах окупації, зокрема зміну їхніх соціальних ролей. Наведено приклади, які свідчать про стратегії виживання і свідомий колабораціонізм. After the establishment of the Nazi occupation regime, dozens of Jewish ghettos were established in the cities of Ukraine. Most of them still remain “white spots” against the background of the history of urban space. The article examines the history of the ghetto in Kherson. It was established that from the very beginning the Nazi administration did not plan the long-term existence of the ghetto, and its inhabitants were to be destroyed as soon as possible. The relevance of the proposed topic is due to the need to study the little-known pages of local history, which should help to comprehend the modern urban space with its past and contribute to the formation of modern memory policy. The history of the Kherson ghetto has remained little known to the general public for decades and has not yet been the subject of a special historical study. This can be explained by a number of objective factors. Most of the main witnesses to the organization and liquidation of the ghetto were killed by the Nazis. The short-lived existence of the ghetto (only about one month) in conditions of isolation and curfew, limited the communication of its inhabitants with the rest of the city. In the postwar years, the tragedy of the Jewish people was not seen by the Soviet authorities as a separate issue for political reasons. A set of sources has been collected and processed, which allow to characterize the circumstances of the ghetto creation, everyday life and the process of its liquidation. It was determined that the members of Sonderkommando 11a, Einsatzgruppe D of the SD Security Police were involved in the organization of the creation and liquidation of the ghetto. On the orders of the Nazis, a Jewish council (“Judenrat”) was established in the city, through the activities of which the Jewish population of the city was to be registered and transferred to the ghetto. The behavior and adaptation of the city residents to life in the conditions of occupation, in particular the change of their social roles, is traced. Examples are given that can be interpreted as a survival strategy and conscious collaborationism.

Намічено тенденції для подальшого комплексного, тематичного вивчення робіт науковця. В статье рассмотрены историко-литературоведческие исследования укра- инского ученого А. Рябинина-Скляревского (1878-1942), его публикации на страницах журналов: «Былое», «Літературний архів», «Україна», «Записки українського наукового товариства в Києві». Расширена библиография исследователя, проанализированы его малоизвестные работы, систематизирована и охарактеризована деятельность в сфере историко-литературоведческих исследований.
