    У сучасних умовах, коли країна стикається з викликами військового характеру, формування бюджетів територіальних громад набуває особливої актуальності. Дана кваліфікаційна робота присвячена дослідженню особливостей та проблем, що виникають при плануванні та виконанні бюджетів місцевих громад в умовах військового стану. Метою дослідження є аналіз впливу військового стану на бюджетний процес в територіальних громадах, виявлення основних проблем та розробка рекомендацій щодо їх вирішення. Робота базується на аналізі нормативно-правових актів, фінансових звітів, статистичних даних та наукових джерел, що стосуються бюджетної політики в умовах кризових ситуацій. In the current conditions, when the country faces military challenges, the formation of budgets for territorial communities becomes particularly relevant. This qualification work is dedicated to studying the features and problems that arise in the planning and execution of local community budgets under martial law. The aim of the study is to analyze the impact of martial law on the budgetary process in territorial communities, identify the main problems, and develop recommendations for their resolution. The work is based on the analysis of legal acts, financial reports, statistical data, and scientific sources related to budgetary policy in crisis situations.
