ОРГАНІЗАЦІЙНІ ЗАСАДИ НАДАННЯ АДМІНІСТРАТИВНИХ ПОСЛУГ СОЦІАЛЬНОГО ХАРАКТЕРУ НА ДЕ ОКУПОВАНИХ ТЕРИТОРІЯХ УКРАЇНИ (НА ПРИКЛАДІ ХЕРСОНСЬКОЇ ОБЛАСТІ)

У кваліфікаційній роботі досліджено організаційні засади надання адміністративних послуг соціального характеру на деокупованих територіях України на прикладі Херсонської області. Проаналізовано теоретико-правові підходи до визначення сутності та класифікації адміністративних послуг соціального характеру, а також їх місце в системі соціального захисту населення. Розглянуто нормативно- правове забезпечення їх надання в Україні та особливості функціонування системи адміністративних послуг в умовах воєнного стану. Окрему увагу приділено аналізу міжнародного досвіду організації доступу до соціальних та адміністративних послуг на постконфліктни територіях (на прикладі Хорватії, Грузії та Боснії і Герцеговини) з метою визначення можливостей його адаптації до українських реалій. Також, в роботі визначено основні проблеми функціонування системи надання адміністративних послуг соціального характеру на деокупованих територіях Херсонської області, зокрема пов’язані з безпековими ризиками, руйнуванням інфраструктури, втратою документів та обмеженим доступом до державних реєстрів. Обґрунтовано практичні пропозиції щодо вдосконалення механізмів надання адміністративних послуг соціального характеру, зокрема шляхом розвитку мобільних форм обслуговування, цифровізації адміністративних процедур, спрощення процедур для постраждалого населення, посилення кадрової спроможності та інституційної координації. The qualification paper examines the organizational foundations for the provision of administrative services of a social nature in the de-occupied territories of Ukraine, using the Kherson region as a case study. The study analyzes theoretical and legal approaches to defining the essence and classification of administrative services of a social nature, as well as their place within the system of social protection of the population. The regulatory and legal framework for their provision in Ukraine and the peculiarities of the functioning of the administrative services system under martial law are considered. Particular attention is paid to the analysis of international experience in organizing access to social and administrative services in post-conflict territories (based on the examples of Croatia, Georgia, and Bosnia and Herzegovina) in order to determine the possibilities of its adaptation to Ukrainian realities. The paper also identifies the main problems in the functioning of the system for providing administrative services of a social nature in the de-occupied territories of the Kherson region, in particular those related to security risks, destruction of infrastructure, loss of documents, and limited access to state registers. Practical proposals for improving the mechanisms for providing administrative services of a social nature are substantiated, in particular through the development of mobile service delivery formats, digitalization of administrative procedures, simplification of procedures for affected populations, strengthening human resources capacity, and enhancing institutional coordination.
