    This article focuses on elaborating the theoretical, methodological and applied principles of forming and implementing effective mechanisms of the farming enterprises development in a competitive environment. The thesis suggests a new conception of food industry enterprises development, which gives clues for ensuring its sustain profitability, protection in economic, social and legal spheres. This conception is based on the theoretical and practical issues that include a system of measures aimed at achieving pursuing goals and implementing the conception in practice. It presents scheme of food industry enterprises management, which enables the administration to avoid risks in taking decisions, considering the character of interaction of subsystems of risk-management with other subsystems. A conceptual approach to the selection of priorities for structural changes in the food sector is proposed, based on an expanded matrix of possible options for structural changes, the choice of which is determined by a number of factors and principles. A set of measures for the development of processing industries in the food sector of the economy has been proposed

    В статті розглянуті інформаційно-комунікаційні технології у сфері побудови інфраструктури «розумного міста». Досліджено, що досить швидко технології стали грати важливу роль в процесі міського планування. Проаналізовані технологічні проблеми застосування ІКТ-технологій в проектах розумних міст. Запропоновані чинники, які утворюють основу інтегративної моделі розумного міста та доведено, що ІКТ-технології є найголовнішим фактором ініціатив розумного міста. Розглянуто недоліки нормативноправового регулювання у сфері ІКТ. В статье рассмотрены информационно-коммуникационные технологии в сфере построения инфраструктуры «умного города». Доказано, что довольно быстро технологии стали играть важную роль в процессе городского планирования. Проанализированы технологические проблемы применения ИКТ-технологий в проектах разумных городов. Предложены факторы, которые образуют основу интегративной модели умного города и доказано, что ИКТ-технологии являются главным фактором инициатив умного города. Рассмотрены недостатки нормативно-правовому регулированию в сфере ИКТ. It is analyzed that a reasonable city is based, in particular, on the totality of modern intelligent ICT technologies. These technologies integrate communication functions, including mobile, processing, sensing, interfacing, and security. They are used in critical infrastructure components and services of the city and allow the creation of IT systems that simulate and analyze real-time external worlds to help people make more intelligent solutions in the presence of alternative actions and optimize business processes and financial flows of enterprises. Attention is focused on the fact that there is currently no specific generally accepted definition of the term “smart city”, due to the fact that this concept is extremely dynamic, there is a rapid development of this sphere. The concept is based on increasing the efficiency of all city services through the use of information and communication technologies, namely automated intelligent control and management systems for various aspects of city life, such as housing and utilities, urban automobile traffic, public transport, public safety, education, health care and energy systems, water supply and environmental situation. A smart city is characterized by highly efficient management and economy, a high level of quality of life, communications and mobility, active participation of the population in urban life, and respect for the environment. The study showed that the authorities need to develop not only the concept of city management based on data, but also to popularize the concept of open data. Inform residents about the methods used to protect information and the benefits of ongoing technology initiatives. And also about the possibilities of participation in the management of the city through IT technologies and open information platforms. Raising awareness and technological literacy of ordinary citizens and business representatives is an important condition for the successful implementation of the concept. The effect of technological solutions implemented by the city authorities should be predictable and measurable. It can be expressed in financial equivalents (savings of the city budget, growth of treasury income), indicators of operating activities and / or degree of satisfaction of the population with the quality of life in the city. Government need to make sure that technologies are not being introduced for the sake of the technologies themselves, but really improve the quality of planning, operational processes and increase the comfort of the urban environment.

    Проведено аналіз теоретичних і методичних основ доцільності застосування системного підходу до управління конкурентоспроможністю підприємства. Розглянуто шляхи забезпечення системності в управлінні конкурентоспроможністю підприємства як відкритої господарської системи. Надані пропозиції щодо складу комплексу стратегічних документів внутрішньофірмового планування, розробка яких дозволить забезпечити реалізацію системного підходу до управління конкурентоспроможністю на підприємстві. Приділено увагу складу та функціям внутрішньофірмових структур управління конкурентоспроможністю на підприємстві в галузі теплопостачання. The analysis of theoretical and methodological foundations of the feasibility of applying a systematic approach to managing the competitiveness of the enterprise is conducted. The ways of ensuring consistency in the management of enterprise competitiveness as an open economic system are considered. Proposals for the composition of the complex strategic documents of intra-planning, the development of which will ensure the implementation of a systematic approach to managing the competitiveness of the enterprise are considered. Attention is paid to the composition and functions of internal corporate structures for managing the competitiveness of enterprises in the field of heat supply.

    У статті аналізується сутність поняття “конкурентоспроможність агропромислового підприємства”, виділено основні фактори впливу на регіональну конкурентоспроможність підприємства, а також країни, регіону, галузі. Визначені фактори впорядковано як такі що визначають конкурентоспроможність агропромислових підприємств регіону. Запропоновано розглядати процес підвищення конкурентоспроможності агропромислових підприємств у вигляді послідовного виконання декількох етапів. Визначено перспективи підвищення конкурентоспроможності агропромислових підприємств з врахуванням регіональної специфіки, за допомогою посилення державної підтримки суб'єктів господарювання в сучасних умовах господарювання; активізації їх діяльності та моделювання конкурентоспроможності.

    Інвестиційно-інноваційне забезпечення формування конкурентоспроможності агропромислового підприємства

    В статті розглянуто сучасні підходи до інвестиційного забезпечення конкурентоспроможності агропромислових підприємств на інноваційній основі. В дослідженні приділяється увага ролі держави та регіону в формуванні конкурентоспроможності агропромислового підприємства. Показано, що перехід на інноваційний шлях розвитку без використання інвестиційних ресурсів не представляється можливим. Обґрунтовано підходи до застосування моделі формування конкурентоспроможності агропромислового підприємства на інвестиційно-інноваційній основі. Запровадження такої інноваційно-інвестиційної моделі розвитку підприємств дасть можливість системно вирішувати проблеми, що виникають при зміні методів і підходів до інвестиційного забезпечення інноваційних процесів, раціоналізації механізмів управління залучення інвестицій. Реалізуючи запропоновані заходи регіон дослідження може суттєво підвищити конкурентоспроможність агропромислових підприємств. The article discusses modern approaches to investment ensuring the competitiveness of agro-industrial enterprises on an innovative basis. The study focuses on the role of the state and the region in shaping the competitiveness of an agro-industrial enterprise. It is shown that the transition to an innovative way of development without the use of investment resources is not possible. The analysis was carried out and the dynamics of indicators of the regional economy and its investment potential as a whole were evaluated. Considerable attention is paid to aspects that have a strong influence on the reduction of the competitiveness of an agro-industrial enterprise. It is noted that the ability of the agro-industrial enterprise to innovative development is determined by the possibilities of investment and innovation support, determined by the conditions affecting the enterprise both at the regional and at the state level. It is shown that it is appropriate to create at the regional level a coherent, efficient system of cooperation with regions of the world, international structures in the context of the state European integration process. This will open a new stage for the development of relations and the promotion of sustainable socio-economic development of the region. A positive image that will be perceived by international organizations and foreign countries is an indicator by which the procedure for attracting cheap external financial and material resources, international technical assistance, and institutional investors is simplified. The main goal of the regional policy should be to create conditions for effective investments in the region’s economy from abroad. The approaches to the use of the model for the formation of the competitiveness of an agro-industrial enterprise on an investment and innovation basis are substantiated. The introduction of such an innovation-investment model of enterprise development will allow systemically solving problems arising from a change in the methods and approaches to the investment support of innovation processes, and the rationalization of investment management mechanisms. Implementing the proposed measures, the region can significantly increase the competitiveness of agro-industrial enterprises.
