    У роботі проаналізовано співвідношення соціальних послуг з соціальною політикою, соціальним захистом, соціальною роботою та соціальною допомогою; з’ясовано правові засади надання соціальних послуг дітям-сиротам; проаналізовано повноваження об’єднаної територіальної громади з надання соціальних послуг в умовах децентралізації влади в України; визначено основні проблеми, які вирішуються під час надання соціальних послуг особам з числа дітей-сиріт та дітей, позбавлених батьківського піклування; надано рекомендації для удосконалення надання соціальних послуг в об’єднаних територіальних громадах дітям-сиротам та дітям, позбавленим батьківського піклування. The paper analyzes the relationship of social services with social policy, social protection, social work and social assistance; the legal bases of providing social services to orphans are clarified; the powers of the united territorial community to provide social services in the conditions of decentralization of power in Ukraine are analyzed; the main problems that are solved during the provision of social services to persons from among orphans and children deprived of parental care are identified; recommendations were provided to improve the provision of social services in the united territorial communities to orphans and children deprived of parental care.
