    FEATURES OF ASSESSMENT AND FORECASTING OF SOCIO-ECONOMIC DEVELOPMENT OF REGIONS IN UKRAINE

    The purpose of the article is to carry out an analysis and improvement of the methodological approach for estimating and forecasting socio-economic devel-opment of regions. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as: expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the region; economic- mathematical analysis – to study the influence of a defined group of indicators on the level of development of the region; abstract-logical – for a theoretical synthesis and formulation of conclusions. The results of the study suggest that the introduction of a sound scientific and methodological approach to assessing and forecasting the level of development of the country and regions in particular will allow not only to identify problem areas in the development of the respective territories, but also to get the potential investor reliable information about the real state of affairs and to determine the justification of further investment in the activity of the research object. Using an unjustified scientific and methodological approach not only can distort the real state of affairs in the regions and the country in general, but also send limited financial resources of the State and local budgets in the conditions of the crisis to improve the indicators that have a minor impact on the development of the economy. It is proved that in current crisis conditions, the functioning of the national economy, state authorities should implement a more effective discretionary fiscal policy aimed at reducing the tax burden in the formation of the wage fund of the socially vulnerable population. The errors, ob-tained during misuse of information technologies in the assessment of socio-economic development of regions are revealed. The scientific and methodological approach to determining the coefficient of competence of experts and the value of 1 point of qualification competences during the construction of forecast scenarios and the development of regional economic development programs using intuitive fore-casting methods has been improved. Proposals for improving the system of taxation of the socially vulnerable population are developed.

    FEATURES OF MANAGEMENT BY PROFESSIONAL AND PERSONAL DEVELOPMENT OF PERSONNEL: THE CASE OF UKRAINE

    The purpose of the article is to study the factors of influence and provide recommendations for improving the system of management of professional and personal development of personnel of the enterprise. It has been established that effective means of ensuring successful innovation development are effective personnel management through promotion of professional and personal development. At enterprises where serious attention is paid to this issue, the innovative component is essential, which ensures the appropriate success of the business entity in the real economic space. It has been found that despite the presence of a relatively large number of scientists and engineers, Ukraine has a low quality of research institutes and ability to innovate, which is confirmed not only by the lack of cooperation between universities and industry in research and development, the low cost of companies for research and development and public procurement of high-tech products, but also the actual inability to retain and attract talents for economic activity.It is substantiated that the definition of the boundary of the production load will not only establish an effective bonus system, but also increase the level of job satisfaction among subordinates. This will contribute to reducing staff turnover, reducing the level of waste and waste in the production of products, and the probability of injury in the workplace, etc. In order to objectively evaluate the achieved results, a methodical approach is proposed to determine the competence coefficient of experts involved in the assessment, taking into account their work experience, the magnitude of management activity, and the level of education. The above will allow to maximize the effectiveness of the conducted rating assessment and coordinate efforts and resources of employees to improve the identified and relevant indicators for the enterprise.

    Досліджено теоретичні та методичні аспекти рейтингового оцінювання результатів діяльності науково-педагогічних працівників закладів вищої освіти. Доведено необхідність удосконалення процесів розвитку професійної кар’єри персоналу. У статті обґрунтовано необхідність врахування можливого професійного «вигорання» персоналу внаслідок понаднормованого навантаження. Исследованы теоретические и методические аспекты рейтинговой оценки результатов деятельности научно-педагогических работников заведений высшего образования. Доказана необходимость усовершенствования процессов развития профессиональной карьеры персонала. В статье обоснована необходимость учета возможного профессионального «выгорания» персонала вследствие сверхнормированной нагрузки. Theoretical and methodical aspects of rating performance appraisal of scientific and pedagogical workers of higher educational institutions are study. The necessity of improving the processes of the development of a professional career of the personnel is proved. The article substantiates necessary to avoid possible professional burnout due to over-loaded.

Проведено аналіз основних показників діяльності закладів вищої освіти.Визначено основні умови максимізації вірогідності інвестування у професійний розвиток. Досліджено особливості щорічного рейтингового оцінювання діяльності науково-педагогічних працівників. Выявлены особенности проведения мировых и отечественного рейтингов оценивания учреждений высшего образования. Проведен анализ основных показателей деятельности учреждений высшего образования. Выявлены основные условия максимизации вероятности инвестирования в профессиональное развитие. Исследованы особенности ежегодного рей- тингового оценивания деятельности научно-педагогических работников. The specific features of conducting international and national evaluation ratings of higher educational institutions is educated. The analysis of main indicators of higher educational institutions activity is carried out. The basic conditions for maximizing the probability of investing into professional development are revealed. The specific features of annual evaluation rating of the academic staff performance are investigated.
