The article provides a brief overview of the most popular information systems of evaluation of scientific activity of scientists. The vision of functional capabilities of processing of the system scientometric indicators of the scientific team, the organization and its business units on the basis of scientific profiles of existing scientometric and bibliometric systems are described. The example of the implemented solutions with the authors description of its components, basic algorithms and used technologies is presented.
MONITORING OF EFFICIENCY OF FEEDBACK SYSTEMS USE ON THE BASE OF KHERSON STATE UNIVERSITY

The article deals with solution of some problems connected to development of feedback services while surveying students on educational environment at a higher education institution. Our research was carried out by the Department of Informatics, Software Engineering and Economic Cybernetics of Kherson State University. During 6 years (2009-2015) in the mentioned above Department, students’ survey regarding their satisfaction with an educational process and lecturer’ assessment by students’ had been carried out. In the process of research, students from the 1st up to the 4th years of study of the Department of Informatics, Software Engineering and Economic Cybernetics were surveyed. All the respondents were divided into two groups: interested and disinterested ones during the survey execution. Introduction of the service "KSU Feedback" at Kherson State University on the base of the Department of Informatics, Software Engineering and Economic Cybernetics had a positive impact on creation of an educational environment where higher education institution is a corporation for serving the students.
THE STATIC ANALYSIS OF LINEAR LOOPS

In the first part of the paper, we consider the problem of generation of polynomial invariants of iterative loops with operator of initialization of loop and non-singular linear operator in the loop body. In the article we also show the algorithm for calculating the basic invariants for linear operator of the Jordan cell, and an algorithm for calculating the basic invariants of diagonalizable linear operator with an irreducible minimal characteristic polynomial. The second part presents a new method for proving the invariance of the system of linear inequalities and of termination of certain linear iterative loops of imperative programs whose data are elements of the constructive linearly ordered field. The theoretical material of the paper is illustrated by examples
USING ICT IN TRAINING SCIENTIFIC PERSONNEL IN UKRAINE: STATUS AND PERSPECTIVES

Today an enormous amount of problems in building a system of efficient education and science is on the discussion agenda in Ukraine. A decrease in the number of scientists in the country has been observed in the last 15 years. At the same time, the amount of postgraduate students and people aiming at obtaining their doctorate is increasing. Notably, similar indicators are also observed in the majority of post-soviet countries. One complicating factor is that the system of scientific personnel training in Ukraine is very restrictive and closed. The proportion of research results published using a free access scheme to the overall bulk of publications is still very small, in particular if compared to the level of ICT development. Therefore, a major part of the publications still remains inaccessible from the outside. In this study we investigate the openness and accessibility of the preparation of the academic staff in Ukraine. As a result we come up with a proposal of requirements to the ICT infrastructure in this area.
ГОТОВНІСТЬ СТУДЕНТІВ ДО ВИКОРИСТАННЯ ІКТ У НАВЧАЛЬНОМУ ПРОЦЕСІ ВНЗ

У статті аналізується проблема готовності студентів різних спеціальностей до використання інформаційних технологій у навчальному процесі вищого навчального закладу. Особлива увага приділяється сучасним процесам глобалізації та інформатизації вищої освіти як пріоритетним тенденціям розвитку сучасного українського суспільства. Експериментальні дані, що надаються в публікації, представляють порівняльну характеристику використання студентами різних напрямів та спеціальності підготовки інформаційних технологій під час навчання. Інформатизація освітнього процесу - один з основних пріоритетів у розвитку вищої школи, якісно новий етап для всієї системи вищої освіти, перспективний напрямок підвищення ефективності процесу навчання у вищому навчальному закладі. The article analyzes the problem of readiness of students of different specialties to use information technology in the educational process of higher education. Particular attention is paid to contemporary processes of globalization and informatization of higher education as a priority trends of modern Ukrainian society. Experimental data provided in the publication are comparative characteristics of the students using different specialty areas and preparation of information technologies in education. Computerization of the educational process - one of the main priorities in the development of higher education, a new stage for the entire higher education system, promising improvements in the direction of learning in higher education.

Стаття присвячена вирішенню проблем розвитку сервісів зворотнього зв’язку від студентів щодо освітнього середовища у вищому навчальному закладі. Наше дослідження проведено на кафедрі інформатики, програмної інженерії та економічної кібернетики Херсонського державного університету. Протягом 6 років (2009 -2015 рр.) на кафедрі проводиться опитування студентів про рівень їх задоволеності щодо навчального процесу та оцінювання студентами викладачів. У ході дослідження було опитано студентів 1-4 курсів кафедри інформатики, програмної інженерії та економічної кібернетики. Усіх респондентів було розподілено на зацікавлених та незацікавлених у опитуванні. Упровадження сервісу «KSU Feedback» у Херсонському державному університеті на кафедрі інформатики, програмної інженерії та економічної кібернетики позитивно вплинуло на створення освітнього середовища, де університет виступає в ролі корпорації з обслуговування студентів. Статья посвящена решению проблем развития сервисов обратной связи от студентов касательно образовательной среды в вузе. Наше исследование проведено на кафедре информатики, программной инженерии и экономической кибернетики Херсонского государственного университета. В течение 6 лет (2009 -2015 гг.) на кафедре проводится опрос студентов об уровне их удовлетворенности относительно учебного процесса и оценки студентами преподавателей. В ходе исследования было опрошено студентов 1-4 курсов кафедры информатики, программной инженерии и экономической кибернетики. Всех респондентов было разделено на заинтересованных и незаинтересованных в опросе. Внедрение сервиса «KSU Feedback» в Херсонском государственном университете на кафедре информатики, программной инженерии и экономической кибернетики положительно повлияло на создание образовательной среды, где университет выступает в роли корпорации по обслуживанию студентов. The article is concerned with solving development issues of feedback services from students about the education environment in higher educational establishment. Our research conducted at the chair of informatics, software engineering and economic cybernetics of Kherson State University. During 6 years (2009 -2015) at the chair conducts a survey of students about their level of satisfaction of the learning process and teachers’ evaluation by students. As a part of the study surveyed students of 1-4 courses of the chair of informatics, software engineering and economic cybernetics. All respondents were distributed to interested and disinterested in the survey. Implementation of service "KSU Feedback" at Kherson State University in the chair of informatics, software engineering and economic cybernetics positively influenced on the creation of education environment where university acts as the corporation of students servicing.

У статті розглядаються, як теоретичні, так і практичні підходи використання наукових основ формування дослідницьких компетентностей у студентів спеціальності «Програмна інженерія». Запропоновано методику формування дослідницьких компетентностей студентів спеціальності «Програмна інженерія» на прикладі викладання курсу «Групова динаміка та комунікації». Встановлено, що використання можливостей інформаційного освітнього середовища сприяє підвищенню ефективності формування дослідницьких компетентностей студентів. В статье рассматриваются, как теоретические, так и практические подходы использования научных основ формирования исследовательских компетентностей у студентов специальности «Программная инженерия». Предложена методика формирования исследовательских компетентностей студентов специальности «Программная инженерия» на примере преподавания курса «Групповая динамика и коммуникации». Установлено, что использование возможностей информационной образовательной среды способствует повышению эффективности формирования исследовательских компетентностей студентов. In this article it is analyzed both theoretical and tactical approaches to the usage of scientific basis of formation of research competence of students majoring in «Software Engineering». A method for the establishment of research competencies students majoring in «Software Engineering» on the example of teaching the course «Group dynamics and communication». It has been established that the use of the opportunities the information educational environment enhances the effectiveness of the establishment of research competencies of students.
