The article presents a contrastive lexical analysis of English-language official bilateral agreements and official press releases reporting the same or directly related signing events in wartime discourse. The relevance of the study lies in the need to distinguish two related but functionally different forms of official communication: the agreement as a legal-institutional text that codifies obligations, and the press release as a public-interpretative text that explains the meaning of the event to a wider audience. Unlike studies focused on the general linguo-cognitive characteristics of official business documents or on the quantitative operationalization of their perlocutionary potential, this article concentrates specifically on the genre-conditioned lexical contrast between legal codification and public framing. The material of the study includes the official English-language texts of Ukraine’s security agreements with the United Kingdom, Poland, Croatia, and France, the corresponding official signing news items and statements, and the G7 Joint Declaration of Support for Ukraine as a comparative example of a public diplomatic formula. The findings show that agreements tend to foreground institutional and procedural units such as Participants, cooperation, capabilities, assistance, implementation, and long-term support, whereas press releases more actively employ dynamic, concrete, and evaluative units such as enables, interception, victory, ambitious, and practical consequences. Therefore, the agreement– press release pair is a productive object for English lexicology because it demonstrates how one event receives two different lexical realizations depending on genre, addressee, and communicative purpose. Перлокутивний ефект операціоналізовано через метрики MSI (зважена інтенсивність модальності must/shall/will/may у реченнях), TCH (горизонт зобов’язань: фіксовані/багаторічні строки й відкриті формули), CRL (наявність тригерів швидкої координації «within 24 hours»), EDI (густина перелікових клауз) і FCAF (частота фреймових лем як-от: support/commitment/security/deterrence/reform/recovery на 1 тис. Показано гібридизацію юридичної точності й когнітивного моделювання (метафоризація, фреймування); з’ясовано роль модальності shall/will/must/may і темпоральних маркерів («10 років», «100 років», «for as long as it takes») у конструюванні зобов’язань та керованості інтерпретацій. The article proposes an integrative methodology for analyzing the linguo-cognitive characteristics of English-language official documents in the wartime discourse of 2022–2025. It shows how the combination of cognitive semantics (conceptual metaphor theory, frame semantics), critical discourse analysis, and legal-genre studies makes it possible to formalize and quantitatively assess the perlocutionary effect of official texts. The perlocutionary effect is operationalized through five metrics: MSI (weighted sentence-level intensity of the modalities must/shall/will/may), TCH (temporal commitment horizon: fixed or multi-year terms vs open-ended formulae), CRL (presence of rapid-coordination triggers such as “within 24 hours”), EDI (density of enumerative clauses), and FCAF (frequency of frame-bearing lemmas support/commitment/security/deterrence/reform/recovery per 1,000 words). The analytical pipeline includes text normalization, segmentation, lemmatization, pattern matching by regular expressions, and reliability checks of annotation; reproducibility is ensured through CSV exports and versioning of processing scripts. The corpus comprises 10 authentic documents, covering key intergovernmental security arrangements (1–4), financial instruments (5–7), and sectoral memoranda of understanding (MoUs) (8–10), all drawn from official machine-readable sources (HTML/PDF/DOCX). The analysis reveals a hybridization of legal precision and cognitive modelling (metaphorization, framing) and highlights the role of the modalities shall/will/must/may and temporal markers (“10 years”, “100 years”, “for as long as it takes”) in constructing commitments and constraining possible interpretations. The findings demonstrate distinct genre-specific profiles (security agreements with higher MSI and TCH and CRL≈1; financial instruments with the highest EDI and a dominance of support/recovery/reform frames; MoUs with lower MSI and intermediate EDI), outline practical implications for drafters and translators, and indicate avenues for further corpus-based comparison (pre-war vs wartime texts; English- vs Ukrainianlanguage versions; sensitivity analyses).
