М.; Makarenko, S. M.У статті визначено економічні принципи забезпечення сталого розвитку туризму. Обґрунтовано, що ключовим завданням є взаємоузгодження стратегій розвитку суб’єктів господарювання різних сфер економічної діяльності та сприяння з боку органів державної влади й місцевого самоврядування для впровадження перспективних інвестиційно-інноваційних проєктів як основи забезпечення сталого розвитку регіону та зростання рівня добробуту місцевої громади. Обґрунтовано, що активізація туристичної діяльності призведе не лише до створення нових робочих місць та зростання обсягів надходжень податків і зборів до бюджетів всіх рівнів, а й сприятиме процесу відтворення фізичної та інтелектуальної активності економічно-активного населення шляхом оздоровлення у санаторно-курортних та оздоровчих закладах України (внутрішній туризм) та Грузії й Азербайджану (міжнародний туризм). The purpose of the article is to study the theoretical and methodological and applied principles for the coordination of strategies for the development of tourism and industrial enterprises as a basis for sustainable development of the region. The article identifies the economic principles of sustainable tourism development. It was established that the tourist sphere with its significant tourist and recreational potential, was formed without taking into account regional competitive advantages and in the absence of strategically balanced, comprehensive state regulation of the tourist and recreational industry in the region. In case of inconsistency of normative legal and institutional provision of the state / regional tourism policy with real needs and world standards, undeveloped organizational and economic mechanisms for its implementation, insufficient assortment and low quality tourist product, low level of development of recreational and tourist infrastructure became possible processes that predetermined the development of outbound tourism. The priority directions of the Strategy for the development of tourism re defined: the formation of tourist destinations with the sustainable development of communities, where socio-economic development will be largely ensured by the innovative development of tourism. It is substantiated that the intensification of tourism will not only create new jobs and increase taxes and fees to the budgets of all levels, but also contribute to the process of reproduction of physical and intellectual activity of economically active population through rehabilitation in sanatoriums and health resorts of Ukraine and Georgia and Azerbaijan (international tourism).Item ОСОБЛИВОСТІ ІННОВАЦІЙНОГО РОЗВИТКУ ПРОМИСЛОВИХ ПІДПРИЄМСТВ В УМОВАХ ДІДЖИТАЛІЗАЦІЇ(2020) Макаренко, С. M.У статті проведено аналіз та здійснено визначення ефективних напрямів співпраці органів державної влади, місцевого самоврядування та промислових підприємств для ак- тивізації інноваційної діяльності. Обґрунтовано, що одним із найважливіших факторів підвищення ефективності господарської діяльності й максимізації вірогідності залучен- ня інвестицій є забезпечення економічного і раціонального використання виробничих ре- сурсів шляхом перманентного впровадження інноваційних технологій, нових проєктних, конструкторських і технологічних рішень. Виявлено, що в умовах зростання загального обсягу видатків на проведення превентивних дій щодо унеможливлення розповсюдження респіраторної хвороби COVID–19, для втримання наявних позицій на ринку кінцевої продукції та зростання рівня конкурентоспроможності підприємства взагалі необхідно активізувати співпрацю органів влади й бізнесу в частині надання додаткових податкових преференцій під час закупівлі спеціалізованого інноваційного обладнання. Доведено необхідність розроблення комплексу заходів для обґрунтування доцільності надання податкових преференцій та усунення можливих зловживань з боку суб’єктів господарювання, у тому числі шляхом визначення інтегрального показника конкурентоспроможності підприємства в динаміці останніх років. В статье проведен анализ и осуществлено определение эффективных направлений сотрудничества органов государственной власти, местного самоуправления и промышленных предприятий для активизации инновационной деятельности. Обосновано, что одним из важнейших факторов повышения эффективности хозяйственной деятельности и максимизации вероятности привлечения инвестиций является обеспече- ние экономического и рационального использования производственных ресурсов путем перманентного внедрения инновационных технологий, новых проектных, конструк- торских и технологических решений. Выявлено, что в условиях роста общего объема расходов на проведение превентивных действий по предотвращению распространения респираторной болезни COVID-19 для удержания имеющихся позиций на рынке конеч- ной продукции и роста уровня конкурентоспособности предприятия в целом необходи- мо активизировать сотрудничество органов власти и бизнеса в части предоставления дополнительных налоговых преференций при закупке специализированного инновационного оборудования. Доказана необходимость разработки комплекса мероприятий для обоснования целесообразности предоставления налоговых преференций и устранения возможных злоупотреблений со стороны субъектов хозяйствования, в том числе путем определения интегрального показателя конкурентоспособности предприятия в динамике последних лет. The purpose of the article is to Identification of effective areas of cooperation between public governments, local governments and industrial enterprises to intensify innovation. A systematic approach, comparison, grouping, generalization, and methods of economic analysis were applied in order to solve these tasks. The method of assessing the effectiveness of enterprise management based on the method of taxonomic analysis is used. The analysis of the innovative activity of domestic industrial enterprises shows a low level of financial resources for the purchase of machinery, equipment, software, as well as research and development. It is substantiated that one of the most important factors to increase the efficiency of economic activity and maximize the probability of attracting investment is to ensure economic and rational use of production resources through the permanent introduction of innovative technologies, new design, engineering and technological solutions. It was found that in the context of increasing total expenditures for preventive measures to prevent the spread of respiratory disease COVID-19, to maintain existing positions in the final product market and increase the level of competitiveness of the enterprise in general it is necessary to intensify cooperation between government and business. purchase of specialized innovative equipment. The approach of interaction of public authorities, local government and business for introduction of innovative technologies in the course of economic activity of the industrial enterprises is offered, taking into account results of definition of an integral indicator of competitiveness of the enterprise in dynamics of the last reporting periods. The provided recommendations will allow not only to substantiate the process of providing tax benefits to business entities, but also to determine the integrated indicator of the competitiveness of the enterprise in the dynamics and weaknesses of the economic process.Item ОСОБЛИВОСТІ АНАЛІТИЧНОЇ ОЦІНКИ ВИБОРУ СТРАТЕГІЇ РОЗВИТКУ ПРОМИСЛОВОГО ПІДПРИЄМСТВА(2020) Макаренко, С. Доведено, що однією з найважливіших складових частин під час розроблення та обґрунтування доцільності впровадження інноваційної стратегії розвитку є надання об’єктивної оцінки ефектив- ності управління підприємством. Для максимізації ефективності командної роботи залучених експертів та рівня обґрунтованості проведеного SWOT-аналізу запропо- новано запровадити методичний підхід до визначення коефіцієнта компетентності залучених фахівців на підставі розроблення системи оцінювання кількісних та якісних характеристик і переведення їх у єдину шкалу. Обґрунтовано використання комбіно- ваних методик щодо визначення оптимального обсягу виробництва з урахуванням можливих коливань між обсягами попиту та пропозиції. Запропоновано систему роз- роблення та вибору інноваційної стратегії розвитку промислового підприємства. The article is devoted to the problems of choice of development strategy of an enterprise and the necessity of formation of methodological support for this choice. Approaches to forming of innovation strategy of an enterprise are viewed. Linking an innovative strategy with the formation of an effective organizational structure, optimizing internal business processes, creating effective business models, methodological support of its choice must include a set of analytical tools which enable to develop alternative strategies, choose the best of them and also to evaluate the effectiveness of their implementation. The innovation process requires strategic planning and market-oriented management. It is proved that one of the most important components in the development and justification of the feasibility of implementing an innovative strategy is an objective assessment of the efficiency of management of the enterprise and its individual components. The need to aggregate all indicators is due to the fact that the object of modelling (the effective functioning of the enterprise) requires not only generalizing characteristics, but also the ordering of its individual elements according to certain properties and principles. The methodological aspects of business process modeling must meet the requirements of strategic management, taking into account the specific features of each enterprise and being based on the principles of project management, such as teamwork, systematic approach, process approach, quality management system, balanced scorecard and the principle of continuous improvement. The success of innovation management depends on the ability to create stimulating internal and external framework conditions for innovation. To implement these tasks, it becomes necessary to develop practical recommendations for the management of an enterprise with a clear and science based algorithm of actions for managing the introduction of modern innovative technologies in the activities of an enterprise as the basis for increasing his competitiveness. The complexity of the development of such measures is due to the lack of general recommendations on specific technologies for managing this process.Item МОДЕЛЮВАННЯ ПРОЦЕСІВ ОЦІНЮВАННЯ РИЗИКІВ ГОСПОДАРСЬКОЇ ДІЯЛЬНОСТІ ПРОМИСЛОВИХ ПІДПРИЄМСТВ(2019) Макаренко, С. М.; Makarenko, S. M.У статті досліджено факторні моделі оцінювання платоспроможності підприємства. Виконано всебічний аналіз фінансового стану провідного підприємства переробної промисловості Херсонщини. Оцінено рівень його платоспроможності та ступень можливого банкрутства за методиками, заснованими на аналізі ліквідності балансу підприємства, показнику Конана-Гольдера, моделях Альтмана, Лису, Терещенка та Таффлера. Встановлено, що для своєчасного розпізнання передкризових ситуацій та виявлення проблем, пов’язаних з основними сферами життєдіяльності підприємства, необхідно запровадити обґрунтований науково-методичний підхід, який дозволить здійснити оцінювання платоспроможності підприємства не лише у динаміці останніх звітних періодів, а й з урахуванням аналогічних показників провідних підприємств галузі. Any economic system operates in conditions of uncertainty, which, in turn, determines the probability of risk. The lack of complete information, the existence of opposing trends, elements of chance and other economic conditions of management cause difficult predictability of the management process, as most management decisions are made in conditions of uncertainty and economic risk. The purpose of of the article is to study the theoretical and methodological and applied principles for assessing the solvency of industrial enterprises and to develop a scientific and methodological approach to determining the place of an individual enterprise in the overall risk rating of financial and economic activities This article studies the factor models of the assessment of the solvency of the enterprise. Based on the analysis of existing strategies, methods and techniques of risk management, in order to achieve the optimal ratio between profit and business risks, reduce possible negative consequences for the results of enterprises in making erroneous decisions for various reasons, identified basic approaches to economic risk management. A comprehensive analysis of the financial condition of the leading enterprise in the processing industry of Kherson region has been performed. The level of its solvency and the degree of possible bankruptcy were assessed according to methods based on the analysis of the liquidity of the company's balance sheet, Conan- Holder index, Altman, Lys, Tereshchenko and Taffler models. It is established that for timely recognition of pre-crisis situations and identification of problems related to the main areas of the enterprise, it is necessary to introduce a sound scientific and methodological approach that will assess the solvency of the enterprise not only in the dynamics of recent reporting periods, but also similar indicators of leading enterprises of the industry.Item ДОСЛІДЖЕННЯ ОСОБЛИВОСТЕЙ РОЗВИТКУ ПРОМИСЛОВИХ ПІДПРИЄМСТВ(2020) Макаренко, С. М.; Makarenko, S. M.У статті проведено аналіз інноваційної активності промислових підприємств. Визначено, що сучасний стан національної та регіональних економік свідчить про перманентне зменшення уваги та сприяння органів влади щодо стимулювання вітчизняної промисловості впроваджувати інноваційні технології у виробничий процес. Для максимізації результативності залучення й використання державних і приватних джерел фінансування обґрун- товано доцільність створення експертної групи і використання економіко-математичних моделей для обробки отриманої інформації та визначення тенденцій розвитку промислових підприємств і ключових напрямів інвес- тування. За поглядами залучених експертів, ураховуючи рівень кореляційного зв’язку, установлено, що найбіль- ший вплив на індекс промислової продукції мають індекс капітальних інвестицій у промисловість, загальний обсяг витрат на інновації та рівень рентабельності (збитковості) операційної діяльності промислових підприємств. The article touched upon the relevance of innovation and integration of innovation into production. The article exam- ines the sources of financial support for innovation activities of business entities. Was analyzed volume and dynamics of the innovation activity financing structure in Ukraine. It is established that in the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The methodological basis of the research consist of the scientific works of domestic, foreign scientists and leading experts, statistical and analytical materials of state authorities. A questionnaire was selected as the method of data collection for the study. The survey was conducted among the top executives of educational institu- tions, local authorities, Kherson trade union organizations. The results were obtained through the use of methods such as: expert, economic and mathematical, abstract-logical - for theoretical generalization and formulation of conclusions. One of the most important factors in increasing the efficiency of production and maximizing the probability of attracting invest- ments is to ensure the economic and rational use of material, labor, financial resources, production capacity; optimization of the structure of resource consumption based on the introduction of new design and technological solutions that allow to increase the completeness of the use of production resources; reducing the cost of productive resources at all stages of pro- duction and consumption. The mechanism of determining the optimal predictive model, taking into account the influence of the shadow sector on the official statistical indicators of the development of the economy and the processing industry in particular, deserves further study.Item IMPROVEMENT OF THE SYSTEM OF MANAGEMENT OF PROFESSIONAL DEVELOPMENT OF PERSONNEL: THE CASE OF UKRAINE(2020) Makarenko, S. М.Theoretical and methodical aspects of rating performance appraisal of sci-entific and pedagogical workers of educational institutions are object of research. The purpose of the article is to study the factors of influence and provide recommendations for improving the system of management of professional development of personnel of educational institutions. The results are obtained through the use of methods: expert method is used to identify the impact of qualitative and quantitative indicators on the efficiency of use of labor resources; economic and mathematical method is performed to determine the integral indicator of the assessment of the efficiency of the use of labor resources; abstract-logical method is executed for theoretical generalization and formulation of conclusions. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of educational institutions in the market of educational services in general. It has been found that in order to introduce an effective model of personnel management in educational institutions, it is very important to provide the main criteria for evaluating its effectiveness at the stage of formation. It was found that special attention should be paid to development of substantiated scientific and methodological approaches to the assessment of professional qualifications level of employees in the testing group and in the dynamics, determining the limit load and development model of a motivation model for professional development. When assessing the level of professional qualification of teaching staff, it is proposed to take into account not only their own property to scientific and pedagogical industry, but also the results of their pupils’ work. In determining the integral indicator of the assessment of the efficiency of the use of labor resources, the method of taxonomic analysis was used with additional consideration of the specific weight of influence of each factor on an integral indicator. It is substantiated that the definition of the boundary load will not only establish an effective bonus system, but also increase the level of job satisfaction among subordinates. The mechanism of determining the coefficient of competence of experts involved in the evaluation of staff, taking into account their work experience, the scale of management activity, and the level of education, deserves further study.Item INNOVATIVE APPROACHES TO ENTERPRISE COMPETITIVENESS ASSESSMENT(2021) Tyukhtenko, N.; Makarenko, S. М.; Portugal, Е.; Португал, Е.An important condition for the effective functioning of business entities of all forms of ownership in modern conditions of uncertainty and environment instability is the correct assessment of market conditions and opportunities in short- and long-term perspectives. The article aims to analyze modern methodological approaches to assess the competitiveness of enterprises to identify and justify possible aspects of their improvement taking into account the specifics of the functioning of domestic research objects. The research’s methodology based on domestic and foreign scientific works, leading experts’ opinions, statistical data and public authorities’ analytical materials. The results were obtained by using expert methods – to investigate the impact of market factors and resource potential on light industry enterprises competitiveness; economic and mathematical methods – to calculate the integral indicator of the enterprise competitiveness; abstract-logic method – to theoretical generalization and formulation of conclusions. In determining the integral indicator of enterprise competitiveness, the method of taxonomic analysis was used with additional consideration of the specific weight of each factor influence on an integral indicator of enterprise competitiveness. In determining the specific impact of the indicators on the integrated indicator of the industrial enterprises’ competitiveness, the external experts’ views involved in the industry, their qualification competencies and the level of fluctuations in the middle of the study group were taken into account. It was revealed that the existence of an enterprise could be considered objectively justified if it produces goods needed from the public point of view and uses resources within the qualitatively and quantitatively defined by society. Therefore, it was proposed to allocate eight levels of competitiveness, considering the technological and resource armament to grade the light industry enterprises'' competitiveness. У рамках статті систематизовано аргументи та контраргументи щодо оцінки конкурентоспроможності підприємства. Автори зазначили, що оцінка конкурентоспроможності підприємства є складним багатофакторним завданням, яке зводиться до виявлення найбільш значущих числових показників конкурентоспроможності та їх інтеграції. Встановлено, що при оцінці конкурентоспроможності підприємств застосовуються окремі коефіцієнти для аналізу виробничої діяльності, фінансового стану, ефективності капіталовкладень, тощо. Систематизація наукових напрацювань свідчить про те, що для оцінки конкурентоспроможності підприємств, більшість науковців використовують фінансові показники. Однак, незважаючи на нормальні фінансові показники, низка підприємств опинялися на межі банкрутства та ліквідації. Виходячи із зазначеного вище, головною метою дослідження є аналіз сучасних методологічних підходів до оцінки конкурентоспроможності підприємств, враховуючи показники ефективності використання внутрішніх ресурсів, функціональні аспекти діяльності підприємства та сучасні умови функціонування суб’єкта господарювання на відповідному сегменті ринку. Методологія даного дослідження заснована на методі таксономічного аналізу з додатковим врахуванням питомої ваги впливу кожного з факторів на інтегральний показник конкурентоспроможності підприємства. При визначенні питомої ваги впливу факторів було враховано експертні думки зовнішніх фахівців у галузі та рівень їх кваліфікаційних компетентностей. Результати розрахунку інтегрального показника конкурентоспроможності досліджуваного підприємства свідчать про суттєве зниження ефективності та конкурентоспроможності протягом 2015-2017 років порівняно до 2014 року. Враховуючи отримані результати, діяльність підприємства зазнала негативного впливу від втрати ринків постачання сировини та збуту продукції внаслідок анексії АР Крим та військових конфліктів на Сході України. При цьому запровадження безвізового режиму із країнами ЄС спричинило зростання коефіцієнту плинності кадрів та мало негативний вплив на ефективність залучення персоналу до виробничого процесу. У ході дослідження автори прийшли до висновку, що існування підприємства можна вважати об’єктивно обґрунтованим у випадку виробництва необхідних для суспільства товарів та використання ресурсів якісно та кількісно визначених суспільством межах. За результатами дослідження рекомендовано виділяти вісім рівнів конкурентоспроможності, враховуючи технологічне та ресурсне забезпечення, для проведення градації конкурентоспроможності підприємств легкої промисловості.Item FEATURES OF ASSESSMENT AND FORECASTING OF SOCIO-ECONOMIC DEVELOPMENT OF REGIONS IN UKRAINE(2020) Makarenko, S. М.The purpose of the article is to carry out an analysis and improvement of the methodological approach for estimating and forecasting socio-economic devel-opment of regions. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as: expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the region; economic- mathematical analysis – to study the influence of a defined group of indicators on the level of development of the region; abstract-logical – for a theoretical synthesis and formulation of conclusions. The results of the study suggest that the introduction of a sound scientific and methodological approach to assessing and forecasting the level of development of the country and regions in particular will allow not only to identify problem areas in the development of the respective territories, but also to get the potential investor reliable information about the real state of affairs and to determine the justification of further investment in the activity of the research object. Using an unjustified scientific and methodological approach not only can distort the real state of affairs in the regions and the country in general, but also send limited financial resources of the State and local budgets in the conditions of the crisis to improve the indicators that have a minor impact on the development of the economy. It is proved that in current crisis conditions, the functioning of the national economy, state authorities should implement a more effective discretionary fiscal policy aimed at reducing the tax burden in the formation of the wage fund of the socially vulnerable population. The errors, ob-tained during misuse of information technologies in the assessment of socio-economic development of regions are revealed. The scientific and methodological approach to determining the coefficient of competence of experts and the value of 1 point of qualification competences during the construction of forecast scenarios and the development of regional economic development programs using intuitive fore-casting methods has been improved. Proposals for improving the system of taxation of the socially vulnerable population are developed.
