Abstract

The dissertation is devoted to the theoretical substantiation and practical implementation of a model for the implementation of services into the business processes of higher education institutions (HEIs) under martial law, based on the experience of Kherson State University. In the contemporary realities of full-scale armed conflict, higher education in Ukraine has transformed from a service-provision sector into a strategic resource for the reproduction of human capital and a foundation of national resilience. The relevance of the study is determined by the critical need of HEIs to ensure Business Continuity under conditions of relocation, destruction of physical infrastructure, and resource limitations. Traditional linear management models lose their effectiveness under wartime conditions, which necessitates a transition to adaptive and proactive management, wherein digital services become the "digital framework" of institutional security. Martial law significantly complicates the functioning of HEIs, causing destruction of infrastructure, displacement of educational process participants, and disruption of traditional managerial and educational practices. Under these conditions, digital services function not merely as a tool for supporting the educational process, but also as a key factor in ensuring the resilience, adaptability, and continuity of HEI operations. Particular relevance attaches to the challenge of combining managerial, technological, and pedagogical approaches to the digital transformation of HEIs, which corresponds to contemporary requirements for the training of innovativetype specialists and the development of digital competence among all participants in the educational process. Theoretical generalisation, systematic analysis, and critical examination of scholarly sources and practical experience in the management of higher education 11 institutions under martial law have enabled the formation of a coherent methodological foundation for the study. The findings obtained, which reflect the nature of institutional transformations, the specifics of digitalisation in university management, and the tools for assessing the digital maturity of HEIs, are condensed into the key propositions presented in the dissertation. Through analysis of the foundational sources pertaining to the research problem, it has been established that in the contemporary realities of full-scale armed conflict, higher education in Ukraine has definitively transformed from a sector of educational service provision into a strategic resource for the reproduction of human capital and a fundamental factor in ensuring national resilience. The experience of the COVID-19 pandemic, now regarded as a "general rehearsal" for digital mobilisation, enabled the higher education system to avert collapse; however, it was precisely the war that imposed the imperative of transitioning from a "reactive" mode (spontaneous response to threats) to "adaptive" and proactive management grounded in anticipatory risk modelling. The study emphasises that the management of HEIs under martial law requires decentralised resilience and the capacity for rapid resource reconfiguration. The study identifies five strategic priorities and managerial objectives for contemporary educational institutions, namely: rapid response/flexible decisionmaking mechanisms based on crisis monitoring of the security and regulatory situation; process continuity/preservation of the academic cycle through cloud backup and independence from physical infrastructure; trajectory flexibility/personalisation of learning, blended formats, and recognition of nonformal education outcomes; resource mobilisation/support programmes for academic staff and students, scholarship funds, and international grant support; psychological resilience/creation of a safe digital environment and emergency response algorithms. 12 It has been established that the foundation for realising these priorities is total digital transformation, which converts software into an instrument of strategic survival. The digital transformation of HEIs should be understood as a multi-level, systemic process encompassing a complex of interrelated components and directed toward ensuring the effectiveness, flexibility, and resilience of the educational system in the face of contemporary challenges, including crisis situations and, in particular, wartime conditions. Particular attention is devoted to the concept of digital maturity, which encompasses the development of IT infrastructure, cybersecurity, and the digital competence of academic staff. An examination of the current state of informatisation in domestic universities has revealed a clear tendency: higher education institutions are transitioning from the use of fragmented digital solutions toward the construction of integrated ecosystems. Alongside typical centralised tools integrated with the Unified State Electronic Database on Education (USEDE), universities are developing their own proprietary platforms (KPI Ecosystem, DP-Office, AIST/ASU-ZVO). An additional significant outcome of the theoretical-methodological analysis was the identification of the role of inter-university cooperation and state policy in strengthening the digital maturity of HEIs. Under conditions of chronic resource deficit, cooperation between higher education institutions enables a departure from isolated development models in favour of building networked resilience. Shared use of cloud storage, integration of databases, mutual exchange of best practices in digital management, and coordination of cybersecurity measures significantly reduce any university's dependence on local infrastructure that may be physically destroyed. In this context, the experience of Kherson State University and its integrated platform KSU24 is particularly representative. This case demonstrates 13 a model for ensuring the digital resilience of a HEI under conditions of extreme adversity (operation during the temporary occupation of the city, evacuation and relocation, and continued functioning under constant shelling). The study substantiates the transition from fragmented digitalisation to the creation of a coherent ecosystem as a marker of the digital maturity of Kherson State University, with the KSU24 platform serving as a benchmark example of the preservation of institutional agency during relocation. Drawing on the practical experience of KSU, the key architectural parameters of KSU24 have been identified, including: synchronisation with the USEDE (automatic real-time status updates, which is critical for tracking student contingents under displacement conditions); a faculty performance rating module (implementation of evidence-based management through transparent assessment of scholarly and methodological activity, which serves as a factor in preventing the degradation of academic standards during wartime); and AI algorithms (construction of individual learning trajectories based not on subject titles but on competency profiles). At the same time, four components of HEI digital maturity with wartimespecific indicators have been identified and substantiated, namely: managerial, technological, cultural-organisational, and educational-methodological. Thus, the study examines in detail practical examples of successful digitalisation, in particular the KSU24 platform, as an instrument for ensuring the stability of the educational process. The key conclusion is that digital transformation is not merely a technical update but a necessary condition for the survival and development of higher education. Strategic partnership and innovative leadership are identified as priorities for the successful post-war reconstruction of the educational system. Analysis of the experience of HEI management during wartime demonstrates that the model of the HEI of the future is based on the synergy of digital maturity, psychosocial stability, and intellectual management. 14 The autonomy of HEIs, integrated into state response policy, creates a model of "networked resilience," while the classical hierarchical model yields to "networked management," in which the university functions as a node within the global knowledge system. The dissertation provides a comprehensive theoretical and methodological substantiation of the author's resilience-adaptive model for the implementation of digital services into the business processes of HEIs under martial law, as a reasoned response to the challenges of instability, security risks, and the necessity of ensuring the continuity of educational activity. Unlike existing approaches to the digital transformation of educational institutions, the proposed model treats digital services not as discrete technological solutions but as an integrated mechanism for the modernisation of university business processes, ensuring synchronisation of activity among all participants in the educational process, enhancement of managerial responsiveness, optimisation of information flows, and expansion of remote interaction capabilities. The theoretical substantiation of the resilience-adaptive model was developed with due regard for the specific operational conditions of HEIs under martial law, the necessity of institutional relocation, the provision of academic mobility, the organisation of blended and distance learning formats, and the maintenance of the stability of educational and scholarly activity regardless of external circumstances. The practical implementation of the model at Kherson State University demonstrated its capacity to ensure the formation of a unified digital educationalmanagerial environment, to promote the enhancement of the digital maturity of the institution's business processes, to strengthen the organisational resilience, adaptability, and resilience of the management system, and to create preconditions for the further strategic development of the university in the context of the digital transformation of higher education. Contemporary scholarly approaches to the digital transformation of education have been systematised, including the process-based, systemic, service- 15 oriented, adaptive, and risk-based approaches. The appropriateness of their integration for ensuring the flexibility, resilience, and effectiveness of HEI management under martial law has been substantiated. The scientific basis of the study comprises a synergy of systemic, process-based, risk-oriented, and benchmarking approaches. The conceptual foundation of the study is defined as the three-subject didactics framework, in which the information-communication environment (including AI) is identified as a fully legitimate and equal third participatory subject alongside the instructor and the learner. The specific principles governing the implementation of digital services have been defined (continuity, security, accessibility, scalability, interoperability), and the key factors influencing this process have been identified: organisational, technological, human resource, and external (crisis) factors. The author's proposed model reflects the logic, structure, and mechanisms of digital service implementation; its components are disclosed: target, conceptual, content-procedural, technological, organisational-managerial, and results-evaluative blocks. The functional relationships between the elements of the model, the stages of implementation (diagnostic, design, implementation, monitoring-andcorrection), and the instruments of realisation (digital platforms, analytical systems, educational process management services) have been described and substantiated. Particular attention is devoted to the adaptability of the model to wartime conditions, specifically to the provision of redundancy, cybersecurity, and the capacity for rapid restoration of educational processes. The mechanisms for the realisation of the model have been described, encompassing the phased implementation of digital services, effectiveness monitoring, feedback, and the adjustment of managerial decisions. A step-by-step algorithm for the implementation of the model has been defined. The transformation process is divided into integration stages: Stage 1 16 (diagnostics, creation of a business process map, and identification of bottlenecks); Stage 2 (team formation; appointment of a CDTO (Chief Digital Transformation Officer) and overcoming staff resistance through training); Stage 3 (planning, selection between partial optimisation (Tier 1) and large-scale innovation (Tier 2 — AI, Big Data)); Stage 4 (testing, creation of prototypes (MVP) for the assessment of interface usability (UX)); Stage 5 (implementation, phased deployment, and transition to real-time management). It has been demonstrated that the effectiveness of the model depends on the fulfilment of two groups of conditions: organisational (the existence of a regulatory framework, integrated infrastructure, and a staff support system) and pedagogical (the formation of a digital ecosystem in which services become part of the teaching methodology rather than merely an add-on). Particular attention is devoted to the conditions for the realisation of the model, including the digital competence of staff, the availability of digital infrastructure, regulatory and legal provision, and risk management under martial law. For the assessment of the success of the resilience-adaptive model, a multidimensional indicator system is employed, comprising: operational indicators (document processing time, level of operations automation, service stability (uptime)); educational indicators (student academic performance, engagement with digital courses, number of individual learning trajectories); research indicators (dynamics of repository publications, number of successful grant applications); and user indicators (level of student and academic staff satisfaction with the interface and support). It has been established that the proposed model ensures the enhancement of the effectiveness of HEI business process management, their flexibility and resilience to crisis impacts, and contributes to the quality of educational services under conditions of digitalisation and uncertainty. A comprehensive interpretation of the results of the pedagogical experiment, directed at verifying the effectiveness of the model for implementing digital services into the business processes of higher education institutions under 17 martial law, has been carried out. The data obtained at the ascertaining and formative stages of the study have been generalised, and their quantitative and qualitative analysis has been conducted in accordance with the defined criteria, indicators, and levels of digital maturity of HEI business processes. Particular attention is devoted to identifying the dynamics of change in the development of organisational-managerial, technological, human resource, educational, communicational, analytical, security-related, and adaptiveresilience characteristics of university activity in the course of implementing digital services. On the basis of calculating the integral indicator of digital maturity, the level of effectiveness of the proposed model has been determined and the degree of its impact on the optimisation of the business processes of the higher education institution (in a relocated state) has been established. The findings are examined through the lens of contemporary concepts of digital transformation in education, the process-based approach to management, and the theory of organisational resilience. The interpretation conducted has confirmed the appropriateness of using digital services as an instrument for the modernisation of HEI business processes and has demonstrated the effectiveness of the developed resilience-adaptive model for their implementation. The synthesis of research findings provided the basis for formulating scholarly conclusions, practical recommendations for the digital transformation of higher education institutions, and identifying directions for further research in the field of university digital development management.
