В.Кваліфікаційна робота присвячена дослідженню правових механізмів захисту громадянського населення під час військових конфліктів. Автор аналізує міжнародно-правові стандарти, національні гарантії України, а також вивчає вплив гуманітарної кризи на права цивільних осіб в умовах російсько-української війни. Особливу увагу приділено міжнародним і національним механізмам захисту прав цивільного населення, включаючи шляхи вдосконалення правових гарантій. Робота має науково-практичну цінність та спрямована на розробку рекомендацій щодо посилення правового захисту громадянського населення в умовах збройних конфліктів. This qualification work is dedicated to the study of legal mechanisms for protecting the civilian population during armed conflicts. The author analyzes international legal standards, Ukraine's national guarantees, and examines the impact of the humanitarian crisis on civilians' rights during the Russo-Ukrainian war. Special attention is given to international and national mechanisms for civilian rights protection, including ways to enhance legal guarantees. С.У кваліфікаційній роботі здійснено спробу розкрити особливість категорії «діти-сироти» як однієї із вразливих категорій осіб, які потребують допомоги та підтримки; розглянуто технологію соціального захисту дітей- сиріт через розкриття пріоритетності напряму державної соціальної політики; розроблено та охарактеризовано проєкт авторського Ресурсного центру по роботі з дітьми-сиротами в умовах війни; надано рекомендації щодо ефективної роботи Ресурсного центру по роботі з дітьми-сиротами в умовах війни. In the qualification work, an attempt was made to reveal the peculiarity of the category of «orphans» as one of the vulnerable categories of persons in need of help and support; the technology of social protection of orphans is considered through the disclosure of the priority direction of the state social policy; the project of the author's Resource Center for working with orphaned children in war conditions was developed and characterized; recommendations were provided regarding the effective work of the Resource Center for working with orphans in wartime conditions.
