О.Кваліфікаційна робота присвячена аналізу правових основ міжнародного співробітництва у боротьбі з фінансовими правопорушеннями. В ході роботи було з'ясовано, що питання фінансово-правової відповідальності є одним із найбільш дискусійних у правовій науці України. Суперечності викликає як сам факт існування такого виду відповідальності, так і питання, що стосуються природи фінансово-правових санкцій, порядку їх застосування, визначення ознак та складу фінансового правопорушення. Становлення української правової держави відбувається водночас із процесом оновлення юридичної бази, нетрадиційної для старої системи правових елементів. The qualification work is devoted to the analysis of the legal basis of international cooperation in the fight against financial offenses. In the course of the work it was found out that the issue of financial and legal responsibility is one of the most controversial in the legal science of Ukraine. Contradictions are caused by the very fact of the existence of this type of liability, as well as issues related to the nature of financial and legal sanctions, the procedure for their application, the definition of the characteristics and composition of the financial offense. The formation of the Ukrainian rule of law occurs simultaneously with the process of updating the legal framework, unconventional for the old system of legal elements.Item Міжнародне співробітництво у сфері правоохоронної діяльності(2020) Орлик, О. Д.Магістерська кваліфікаційна робота присвячена висвітленню співробітництва України з іншими державами та міжнародними організаціями у сфері правоохоронної діяльності. Визначено, що на сучасному етапі розвитку, міжнародне співробітництво у сфері правоохоронної діяльності являє собою різновид міжнародного співробітництва, яке виникає та розвивається між рівноправними суб’єктами міжнародного права на основі формування та цілеспрямованого проведення ними зовнішньої політики. Прослідковано етапи становлення етичних норм для поліції та їх відображення у національному законодавстві. Висвітлено історію становлення Інтерполу та Робочого апарат Укрбюро Інтерполу. Визначено Європейський поліцейський офіс як правоохоронну інституцію Європейського союзу, правову основу взаємовідносин якого з Україною відображено в «Угоді між Україною та Європейським поліцейським офісом про стратегічне співробітництво». Прослідковано розвиток партнерських відносин між Україною і НАТО. The master`s qualification work is devoted to the coverage of Ukraine's cooperation with other states and international organizations in the field of law enforcement. It has been determined that at the current stage of development, international law enforcement cooperation is a type of international cooperation that arises and develops between equal subjects of international law based on the formation and purposeful implementation of foreign policy. The stages of developing ethical standards for the police and their reflection in national legislation have been studied. The history of development of Interpol and the Interpol Ukrburo Workforce is shown. The European Police Office is defined as a law enforcement institution of the European Union, the legal basis for its relations with Ukraine is reflected in the "Agreement between Ukraine and the European Police Office on Strategic Cooperation". The development of partnership relations between Ukraine and NATO was traced.
