ФОРМИ ПРАВЛІННЯ: ТЕОРЕТИЧНІ МОДЕЛІ ТА ЇХ ІСТОРИЧНА РЕАЛІЗАЦІЯ В УКРАЇНІ ТА СВІТІ

Abstract

Розвиток держави – складний і багатогранний процес, що охоплює всі аспекти суспільного життя й відбувається через еволюцію форм правління. Форми правління визначають структуру та механізми реалізації влади, а також взаємодію між державою і суспільством. Еволюція цих форм відображає історичні, соціально-економічні та культурні умови кожної держави. Метою цієї статті є теоретико-методологічний аналіз форм правління, їхніх моделей і історичної реалізації в Україні та світі. Особливу увагу приділено зв’язку між зміною форм правління, розвитком правової системи та суспільно-політичними процесами. Методи дослідження. Використано загально- наукові підходи: історико-правовий для простеження змін у формах правління, порівняльний для аналізу спільних рис і відмінностей в Україні та світі, а також системний для оцінки впливу форм правління на функціонування держави. Результати. Досліджено основи монархічних і республіканських форм прав- ління. Монархії базуються на централізації влади, республіки – на виборності органів влади. Проана- лізовано їхні ознаки, переваги та недоліки, а також історичну реалізацію в Україні та інших країнах. Історичний досвід України також демонструє взаємозв’язок між формою правління і стійкістю полі- тичної системи. Зміни в організації влади часто супроводжувалися значними викликами, як-от збройні конфлікти, суспільні протиріччя та кризи. Однак вони водночас стимулювали пошук ефективніших під- ходів до управління і сприяли адаптації державних інститутів до нових умов. Висновки. Форми прав- ління мають значний вплив на політичну стабільність, ефективність управління та правову культуру. Історичний досвід України свідчить про перехід від монархічних моделей до республіканської форми, заснованої на поділі влади. Порівняння з глобальними моделями дає змогк зрозуміти особливості української системи й вибрати напрями для вдосконалення державного устрою. Форми правління визначають не лише ефективність державного апарату, але й траєкторію суспільно-політичного розвитку. The development of the state is a complex and multifaceted process that encompasses all aspects of social life and occurs through the evolution of forms of government. Forms of government define the structure and mechanisms for the exercise of power and the interaction between the state and society. The evolution of these forms reflects the historical, socio-economic, and cultural conditions of each state. The aim of this article is to conduct a theoretical and methodological analysis of forms of government, their models, and their historical implementation in Ukraine and worldwide. Particular attention is given to the relationship between changes in forms of government, the development of the legal system, and socio-politica processes. Research Methods. General scientific approaches were employed: the historical-legal method to trace changes in forms of government, the comparative method to analyze common features and differences in Ukraine and other states, and the systematic method to assess the impact of forms of government on state functioning. Results. The study examined the foundations of monarchical and republican forms of government. Monarchies are characterized by the centralization of power, while republics are based on the election of governing bodies. Their features, advantages, and disadvantages, as well as their historical implementation in Ukraine and other countries, were analyzed. The historical experience of Ukraine also demonstrates the interconnection between the form of government and the stability of the political system. Changes in the organization of power were often accompanied by significant challenges, such as armed conflicts, social contradictions, and crises. However, these changes simultaneously stimulated the search for more effective approaches to governance and facilitated the adaptation of state institutions to new conditions. Conclusions. Forms of government significantly influence political stability, administrative efficiency, and legal culture. The historical experience of Ukraine illustrates a transition from monarchical models to a republican form of government based on the principle of separation of powers. Comparative analysis with global models provides insight into the peculiarities of Ukraine's political system and helps identify directions for improving state governance. Forms of government determine not only the effectiveness of the state apparatus but also the trajectory of socio-politica.
