Г.; Співаковський, О. В.; Вінник, М. О.Today an enormous amount of problems in building a system of efficient education and science is on the discussion agenda in Ukraine. A decrease in the number of scientists in the country has been observed in the last 15 years. At the same time, the amount of postgraduate students and people aiming at obtaining their doctorate is increasing. Notably, similar indicators are also observed in the majority of post-soviet countries. One complicating factor is that the system of scientific personnel training in Ukraine is very restrictive and closed. The proportion of research results published using a free access scheme to the overall bulk of publications is still very small, in particular if compared to the level of ICT development. Therefore, a major part of the publications still remains inaccessible from the outside. In this study we investigate the openness and accessibility of the preparation of the academic staff in Ukraine. As a result we come up with a proposal of requirements to the ICT infrastructure in this area.Item MONITORING OF EFFICIENCY OF FEEDBACK SYSTEMS USE ON THE BASE OF KHERSON STATE UNIVERSITY(2016) Tarasich, Y.; Spivakovskа, E.; Vinnik, M.; Співаковська, Є. О.The article deals with solution of some problems connected to development of feedback services while surveying students on educational environment at a higher education institution. Our research was carried out by the Department of Informatics, Software Engineering and Economic Cybernetics of Kherson State University. During 6 years (2009-2015) in the mentioned above Department, students’ survey regarding their satisfaction with an educational process and lecturer’ assessment by students’ had been carried out. In the process of research, students from the 1st up to the 4th years of study of the Department of Informatics, Software Engineering and Economic Cybernetics were surveyed. All the respondents were divided into two groups: interested and disinterested ones during the survey execution. Introduction of the service "KSU Feedback" at Kherson State University on the base of the Department of Informatics, Software Engineering and Economic Cybernetics had a positive impact on creation of an educational environment where higher education institution is a corporation for serving the students.Item DESIGN AND DEVELOPMENT OF INFORMATION SYSTEM OF SCIENTIFIC ACTIVITY INDICATORS(2016) Tarasich, Y.; Spivakovsky, A.; Тарасіч, Ю. С.In the first part of the paper, we consider the problem of generation of polynomial invariants of iterative loops with operator of initialization of loop and non-singular linear operator in the loop body. In the article we also show the algorithm for calculating the basic invariants for linear operator of the Jordan cell, and an algorithm for calculating the basic invariants of diagonalizable linear operator with an irreducible minimal characteristic polynomial. The second part presents a new method for proving the invariance of the system of linear inequalities and of termination of certain linear iterative loops of imperative programs whose data are elements of the constructive linearly ordered field. А.; Tarasich, Yu.; Spivakovska, Y.Будь-яке навчання відбувається у деякому освітньому середовищі, що забезпечує навчальний процес, створює простір взаємодії студента та викладача. Саме таким середовищем і є інформаційно-комунікаційне педагогічне середовище (ІКПС). Використання засобів ІКПС на семінарських заняттях дозволяє уникати одноманітності їх проведення, підвищувати зацікавленість студентів у навчальному процесі, активізовувати їх діяльність. Семінарське заняття, сприяє оволодінню фундаментальними знаннями, допомагає розвивати логічне мислення, формувати переконання, відстоювати власні думки, аргументувати їх на основі наукових фактів. Відповідно до зростання розуміння викладачами необхідності впровадження інформаційно-комунікаційних технологій та електронних засобів навчального призначення у навчальний процес, а також звикання студентів до відповідного подання інформації, підвищується якість освітніх послуг, а отже і якість знань. Постійний моніторинг стану ІКПС вищих навчальних закладів дозволяє оцінити не лише кількісні та якісні показники впровадження новітніх технологій в освітнє середовище вищого навчального закладу, а й визначити пріоритетні напрями їх розвитку. Загальна оцінка отриманих результатів дослідження свідчить про збільшення рівня використання ІКТ, а отже, у деякому розумінні, і покращення якості освіти у відповідності вимогам стрімкого процесу інформатизації суспільства. Любое обучение происходит в некоторой образовательной среде, что обеспечивает учебный процесс , создает пространство взаимодействия студента и преподавателя . Именно такой средой и является информационно-коммуникационная педагогическая среда ( ИКПС). Использование средств ИКПС на семинарских занятиях позволяет избегать однообразия их проведения, повышать заинтересованность студентов в учебном процессе, активизировать их деятельность. Семинарское занятие способствует получению студентом базовых знаний, помогает развивать логическое мышление, формировать убеждения, отстаивать собственные мысли, аргументировать их на основе научных фактов. В соответствии с ростом понимания преподавателями необходимости внедрения информационно-коммуникационных технологий и электронных средств учебного назначения в учебном процессе, а также привыкания студентов к соответствующему представлению информации, повышается качество образовательных услуг, а следовательно и качество знаний . Постоянный мониторинг состояния ИКПС вузов позволяет оценить не только количественные и качественные показатели внедрения новейших технологий в образовательную среду вуза, но и определить приоритетные направления их развития . Оценка полученных результатов исследования свидетельствует об увеличении уровня использования ИКТ, а следовательно, в некотором смысле, и улучшении качества образования в соответствии требованиям стремительного процесса информатизации общества. Any training takes place in the learning environment that provides an educational process that creates a space of interaction of the student and the teacher. This environment is a information and communication pedagogical environment (IKPE). Using IKPE funds at classroom avoids the monotony of their conduct, to raise students' interest in the learning process and intensify their activities. Seminars helps to ensure a student the basic knowledge, helps develop logical thinking, to form beliefs. In line with the growth of teachers' understanding of the need to introduce information and communication technology and electronic media for educational purposes in the learning process , as well as the students get used to the appropriate provision of information, we are seeing increased of the quality of educational services and thus the quality of knowledge. Constant monitoring of IKPE in universities let us to evaluate not only the quantity and quality of the implementation of new technologies in the educational environment of the university, but also to prioritize of their development. Evaluation of the results of research indicates an increase in the level of ICT using and therefore, in a sense, of improving the quality of education in compliance with the rapid process of society informatization .Item ГОТОВНІСТЬ СТУДЕНТІВ ДО ВИКОРИСТАННЯ ІКТ У НАВЧАЛЬНОМУ ПРОЦЕСІ ВНЗ(2015) Денисенко, В. Особлива увага приділяється сучасним процесам глобалізації та інформатизації вищої освіти як пріоритетним тенденціям розвитку сучасного українського суспільства. Експериментальні дані, що надаються в публікації, представляють порівняльну характеристику використання студентами різних напрямів та спеціальності підготовки інформаційних технологій під час навчання. Інформатизація освітнього процесу - один з основних пріоритетів у розвитку вищої школи, якісно новий етап для всієї системи вищої освіти, перспективний напрямок підвищення ефективності процесу навчання у вищому навчальному закладі. В статье анализируется проблема готовности студентов разных специальностей к использованию информационных технологий в учебном процессе вуза. Особое внимание уделяется современным процессам глобализации и информатизации высшего образования как приоритетной тенденциям развития современного украинского общества. Экспериментальные данные, предоставляемые в публикации, представляют сравнительную характеристику использования студентами разных направлений и специальностей подготовки информационных технологий при обучении. Информатизация образовательного процесса - один из основных приоритетов в развитии высшей школы, качественно новый этап для всей системы высшего образования, перспективное направление повышения эффективности процесса обучения в высшем учебном заведении. The article analyzes the problem of readiness of students of different specialties to use information technology in the educational process of higher education. Particular attention is paid to contemporary processes of globalization and informatization of higher education as a priority trends of modern Ukrainian society. Experimental data provided in the publication are comparative characteristics of the students using different specialty areas and preparation of information technologies in education. H.З упровадженням сучасної парадигми освіти використання інформаційних технологій студентами стало основою освітнього та виховного процесу. Завдяки цьому зростає роль соціальних мереж як одного з видів інформаційно-комунікаційного середовища, що в свою чергу є невід'ємною частиною інформаційно-комунікаційного педагогічного середовища ВНЗ. Використання ІКТ у навчальному процесі дозволяє реалізовувати два основних принципи сучасної освіти – «освіта для всіх» і «освіта протягом життя», що робить їх перспективним та пріоритетним напрямком розвитку для всіх інституцій вищої освіти. С использованием современной парадигмы образования использование информационных технологий студентами стало основой образовательного и воспитательного процесса. Благодаря этому возрастает роль социальных сетей как одного из видов информационно-коммуникационной среды, что в свою очередь есть неотъемлемой частью информационно-коммуникационной педагогической среды ВУЗов. Использование ИКТ в учебном процессе позволяет реализовывать два основных принципа современного образования - «образование для всех» и «образование в течении жизни», что делает их перспективным и приоритетным направлением развития для всех институтов высшего образования. After modern paradigm of education has been implemented, the use of information technologies by students became the basis of their training process. As a result, the role of social networks is increasing, which are one more kind of information-communicative environment, which, in turn, are integral part of information-communicative pedagogic environment of the higher educational institution. Reviewing the possible scenarios of using social networks in training purposes, we can see that social education theory abroad emerges full blown, which includes assumption that students learn more effectively when interacting with other students within the appropriate topic or project. The use of ICT in educational process allows to realize two basic principles of modern education: «Education for everybody» and «Lifelong learning» that makes them perspective and priority way of development for all higher education institutions not only in Ukraine but also abroad. During last ten years, many steps towards implementation and effective use of new training technologies in higher education, based on information and communication technologies (ICT) have been made. Today, students may freely select and percept the information flow. Instead of the desire of the consistent education, by textbooks, the desire to study in the form of participation, experiment and social practice became more developed.
