    USING ICT IN TRAINING SCIENTIFIC PERSONNEL IN UKRAINE: STATUS AND PERSPECTIVES

    Today an enormous amount of problems in building a system of efficient education and science is on the discussion agenda in Ukraine. A decrease in the number of scientists in the country has been observed in the last 15 years. At the same time, the amount of postgraduate students and people aiming at obtaining their doctorate is increasing. Notably, similar indicators are also observed in the majority of post-soviet countries. One complicating factor is that the system of scientific personnel training in Ukraine is very restrictive and closed. The proportion of research results published using a free access scheme to the overall bulk of publications is still very small, in particular if compared to the level of ICT development. Therefore, a major part of the publications still remains inaccessible from the outside. In this study we investigate the openness and accessibility of the preparation of the academic staff in Ukraine. As a result we come up with a proposal of requirements to the ICT infrastructure in this area.

    The article provides a brief overview of the most popular information systems of evaluation of scientific activity of scientists. The vision of functional capabilities of processing of the system scientometric indicators of the scientific team, the organization and its business units on the basis of scientific profiles of existing scientometric and bibliometric systems are described. The example of the implemented solutions with the authors description of its components, basic algorithms and used technologies is presented.

    Стаття присвячена вирішенню проблем розвитку сервісів зворотнього зв’язку від студентів щодо освітнього середовища у вищому навчальному закладі. Наше дослідження проведено на кафедрі інформатики, програмної інженерії та економічної кібернетики Херсонського державного університету. Протягом 6 років (2009 -2015 рр.) на кафедрі проводиться опитування студентів про рівень їх задоволеності щодо навчального процесу та оцінювання студентами викладачів. У ході дослідження було опитано студентів 1-4 курсів кафедри інформатики, програмної інженерії та економічної кібернетики. Усіх респондентів було розподілено на зацікавлених та незацікавлених у опитуванні. Упровадження сервісу «KSU Feedback» у Херсонському державному університеті на кафедрі інформатики, програмної інженерії та економічної кібернетики позитивно вплинуло на створення освітнього середовища, де університет виступає в ролі корпорації з обслуговування студентів. Статья посвящена решению проблем развития сервисов обратной связи от студентов касательно образовательной среды в вузе. Наше исследование проведено на кафедре информатики, программной инженерии и экономической кибернетики Херсонского государственного университета. В течение 6 лет (2009 -2015 гг.) на кафедре проводится опрос студентов об уровне их удовлетворенности относительно учебного процесса и оценки студентами преподавателей. В ходе исследования было опрошено студентов 1-4 курсов кафедры информатики, программной инженерии и экономической кибернетики. Всех респондентов было разделено на заинтересованных и незаинтересованных в опросе. Внедрение сервиса «KSU Feedback» в Херсонском государственном университете на кафедре информатики, программной инженерии и экономической кибернетики положительно повлияло на создание образовательной среды, где университет выступает в роли корпорации по обслуживанию студентов. The article is concerned with solving development issues of feedback services from students about the education environment in higher educational establishment. Our research conducted at the chair of informatics, software engineering and economic cybernetics of Kherson State University. During 6 years (2009 -2015) at the chair conducts a survey of students about their level of satisfaction of the learning process and teachers’ evaluation by students. As a part of the study surveyed students of 1-4 courses of the chair of informatics, software engineering and economic cybernetics. All respondents were distributed to interested and disinterested in the survey. Implementation of service "KSU Feedback" at Kherson State University in the chair of informatics, software engineering and economic cybernetics positively influenced on the creation of education environment where university acts as the corporation of students servicing.
