А.Кваліфікаційна робота присвячена дослідженню референдуму як інституту. Демократії належить особливе місце у правових відносинах народовладдя. Саме тому виключно референдум найбільш виразно та яскраво встановлює свою конституційно-правову природу, характеризує притаманні йому властивості та специфіку порівняно із представницькою демократією. Проаналізовано основні етапи становлення і розвитку інституту референдуму. Розглянуто поняття, зміст та з’ясовано значення референдуму. Досліджено інститут референдуму і реформування системи державного управління в Україні. Qualification work devoted to research of the referendum as an institution of democracy has a special place in the legal relations of democracy. That is why only a referendum most clearly and vividly establishes its constitutional and legal nature, characterizes its inherent properties and specifics compared to representative democracy. The main stages of formation and development of the referendum institution are analyzed. The concept, content and found out meaning of the referendum are considered. The institute of referendum and reform of the public administration system in Ukraine is studied.
