Item Асфальтобетонні заводи: оцінка впливу на довкілля(2020) Шевчук, Ю. С.Метою даної роботи є дослідження впливу мобільних асфальтобетонних заводів на території Херсонської області на навколишнє середовище та розвиток регіону. Для досягнення відповідної мети перед нами були поставлені наступні завдання: провести порівняльну характеристику технологічних особливостей сучасних мобільних та капітальних АБЗ; визначити вплив технологічних особливостей мобільних АБЗ на соціальне середовище регіону та проаналізувати вплив шуму і вібрації від АБЗ на здоров’я населення; провести оцінку впливу на довкілля на прикладі сучасного мобільного АБЗ; створити програму моніторингу та контролю щодо впливу на довкілля та здоров’я населення. Дана робота складається з 4 розділів. Перший розділ містить спрямований на аналіз технологічних особливостей сучасних мобільних та капітальних АБЗ для проведення порівняння між ними. На підставі загальних даних розвитку досліджуваного виду діяльності по Україні. У другому розділі проведено аналіз перспектив розвитку асфальтобетонних заводів на території Херсонської області. У третьому розділі проведено оцінку впливу на довкілля на прикладі розміщення ґрунтозмішувальної установки ДС-50Б та мобільної асфальтобетонної установки MARINI TOP TOWER 3000 на земельній ділянці, що знаходиться у Херсонській обл. У четвертому розділі створено коротку програму моніторингу та контролю щодо впливу на довкілля та здоров’я населення з урахування адаптації регіону під даний вид діяльності. Робота виконана на 103 сторінках, разом з додатками, містить 5 таблиць, 2 рисунки, 43 літературних джерела, 4 додатки. Робота спрямована на дослідження у сфері оцінки впливу на довкілля і належить до наук про навколишнє середовище. The purpose of this work is to study the impact of mobile asphalt plants in the Kherson region on the environment and development of the region. To achieve this goal, we were set the following tasks: to conduct a comparative description of the technological features of modern mobile and capital asphalt plants; to determine the impact of technological features of mobile asphalt plants on the social environment of the region and to analyze the impact of noise and vibration from asphalt plants on public health; to assess the impact on the environment on the example of a modern mobile asphalt plant; create a program of monitoring and control of the impact on the environment and public health. This work consists of 4 sections. The first section contains an analysis of the technological features of modern mobile and capital asphalt plants for comparison between them. Based on general data on the development of the studied activity in Ukraine. The second section analyzes the prospects for the development of asphalt plants in the Kherson region. In the third section, an environmental impact assessment is carried out on the example of the location of the DS-50B soil mixing plant and the MARINI TOP TOWER 3000 mobile asphalt concrete plant on a land plot located in the Kherson region. The fourth section provides a brief program of monitoring and control of the impact on the environment and public health, taking into account the adaptation of the region to this type of activity. The work is performed on 103 pages, together with appendices, contains 5 tables, 2 figures, 43 references, 4 appendices. The work is aimed at research in the field of environmental impact assessment and belongs to the environmental sciences.Item Екологічне експертування в Україні: історія становлення, стан, проблеми, перспективи(2020) Кобилянська, І. М.Метою даної роботи є проведення аналізу екологічного експертування (нині ОВД) в Україні, виявлення сучасних проблем та з’ясування перспектив їх усунення. Для досягнення поставленої мети в ході дослідження прийнято теоретико-методичні засади, проведено аналіз сучасного стану екологічного експертування в Україні у розрізі об’єктів, що пройшли дану процедуру згідно Закону України «Про оцінку впливу на довкілля» та відображені в Єдиному реєстрі ОВД, виявлено проблеми екологічного експертування об’єктів та представлено перспективи їх усунення. Робота складається із трьох розділів. Перший розділ містить історію становлення екологічного експертування. Описано трансформацію процедури від екологічної експертизи до оцінки впливу на довкілля (ОВД). Також представлено аналіз повної процедури проведення сучасного екологічного експертування. У другому розділі проаналізовано об’єкти, які знаходяться в стадії провадження або пройшли процедуру екологічного експертування в Україні в цілому. Виявлено, що станом на жовтень 2020 року на території країни здійснено понад 4 719 процедур з домінуванням підприємств другої категорії небезпечності. Деталізовано аналіз на рівні Херсонської області. Виявлено, що, так як і в Україні в цілому, більшість процедур проведено по об’єктам другої категорії небезпечності планованої діяльності, тобто ті, що можуть здійснювати або здійснюють значний вплив на довкілля. Херсонська область посідає 13 місце за кількістю проведених процедур з ОВД серед усіх областей України. У третьому розділі кваліфікаційної роботи зазначено виявлені проблеми сучасної процедури екологічного експертування та представлено перспективи для їх усунення. Серед основних проблем зазначено недотримання термінів, недостовірність інформації тощо. Превентивними шляхами їх усунення є, насамперед, чітке дотримання законодавчо визначеної процедури та проведення передпроектного моніторингу. The purpose of this work is to analyze environmental expertise (now ATS) in Ukraine, identify current problems and clarify the prospects for their elimination. To achieve this goal, the study adopted theoretical and methodological principles, analyzed the current state of environmental expertise in Ukraine in terms of facilities that have passed this procedure according to the Law of Ukraine "On Environmental Impact Assessment" and reflected in the Unified Register of ATS, problems of ecological expertise of objects are revealed and prospects of their elimination are presented. The work consists of three sections. The first section contains a history of the formation of environmental expertise. The transformation of the procedure from ecological expertise to environmental impact assessment is described. An analysis of the complete procedure for conducting modern environmental expertise is also presented. The second section analyzes the objects that are under construction or have undergone the procedure of environmental expertise (now - ATS) in Ukraine as a whole. It was revealed that as of October 2020, more than 4,719 procedures with the dominance of enterprises of the second category of danger were carried out on the territory of the country. The analysis at the level of Kherson region is detailed. It was found that, as in Ukraine as a whole, most of the procedures were carried out on the objects of the second category of danger of the planned activity, those that can or have a significant impact on the environment. Kherson region ranks 13th in the number of conducted procedures with ATS among all regions of Ukraine. The third section of the qualification work identifies the identified problems of the modern procedure of environmental expertise and presents prospects for their elimination. Among the main problems are non-compliance with deadlines, inaccuracy of information, etc. Preventive ways to eliminate them are, first of all, strict observance of the legally defined procedure and pre-project monitoring.
