Item МІСЦЕВЕ САМОВРЯДУВАННЯ ЯК КЛЮЧОВИЙ СУБ’ЄКТ ДЕЦЕНТРАЛІЗАЦІЇ ВЛАДИ В УКРАЇНІ(2022) Клименко, А. О.Кваліфікаційна робота присвячена дослідженню теоретичних і практичних аспектів місцевого самоврядування як суб’єкта децентралізації влади в Україні. Цілком ймовірно, що модель територіального управління в Україні знаходиться на порозі змін, що робить цей момент ідеальним для роздумів про місцеве та регіональне управління в Україні та аналізу його наслідків для європейської інтеграції. Децентралізацію по праву можна вважати однією з найбільш «гуманних» реформ, яка проводиться в Україні і яка забезпечує якісне покращення середовища проживання людей, можливість реалізувати їх прагнення щодо якісної освіти, медицини, культури, соціального захисту. Значення роботи полягає в тому, що розроблені рекомендації дозволять ефективно розвивати територію в рамках стратегічного плану входження до об’єднаної територіальної громади та розвитку вже існуючої громади на основі створених автором концептуальних положень. The qualification work is devoted to the study of theoretical and practical aspects of local self-government as a subject of decentralization of power in Ukraine. It is likely that the model of territorial governance in Ukraine is on the verge of change, which makes this moment ideal for thinking about local and regional governance in Ukraine and analyzing its implications for European integration. Decentralization can rightly be considered one of the most "humane" reforms carried out in Ukraine and which ensures the qualitative improvement of people's living environment, the opportunity to realize their aspirations for quality education, medicine, culture, and social protection. The significance of the work is that the developed recommendations will allow effective development of the territory within the framework of the strategic plan of joining the united territorial community and the development of the already existing community based on the conceptual provisions created by the author.Item РОЗВИТОК САМОВРЯДУВАННЯ МІСЦЕВОЇ ВЛАДИ У СУЧАСНІЙ НІМЕЧЧИНІ(2022) Хільченко, Д. А.В роботі визначено теоретико-методологічні засади дослідження проблем місцевого самоврядування системи публічної влади Німеччини. Розкрито особливості національного досвіду місцевого самоврядування у німецькому суспільстві. Виявлено основні тенденції розвитку самоврядних основ місцевої влади в землі Північний Рейн-Вестфалія в сучасних умовах та можливості розширення участі громадян в управлінні місцевою територією. Розкрито значення політичних партій та громадських об'єднань для діяльності органів місцевої влади. The paper defines the theoretical and methodological foundations of the study of the problems of local self-government in the system of public power in Germany. The features of the national experience of local self-government in German society are revealed. The main trends in the development of self-governing foundations of local government in the state of North Rhine-Westphalia in modern conditions and the possibility of expanding the participation of citizens in the management of the local territory are revealed. The importance of political parties and public associations for the activities of local authorities is revealed.Item ФІНАНСОВА ПОЛІТИКА ОРГАНІВ МІСЦЕВОГО САМОВРЯДУВАННЯ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ(2021) Щербина, А. Б.Кваліфікаційна робота присвячена вивченню особливостей фінансової політики органів місцевого самоврядування в умовах децентралізації. У роботі розкрита економічна сутність поняття «фінансова політика», з’ясовані принципи та механізм реалізації фінансової політики місцевого самоврядування, виявлено мету та структуру фінансової децентралізації, узагальнено аналіз стану місцевого бюджету, обґрунтовано оцінка джерел формування доходів місцевого бюджету, сформовано аналіз виконання доходної частини місцевого бюджету, охарактеризовані шляхи та напрями покращення фінансової політики органів місцевого самоврядування. Qualification work is devoted to the study of the peculiarities of the financial policy of local governments in the context of decentralization. The paper reveals the economic essence of the concept of "financial policy", clarifies the principles and mechanism of financial policy of local government, identifies the purpose and structure of financial decentralization, summarizes the analysis of the local budget, substantiates the assessment of local budget sources, formed an analysis of local revenue. budget, described ways and directions of improving the financial policy of local governments.Item АКТУАЛЬНІ ПРОБЛЕМИ ДІЯЛЬНОСТІ ОРГАНІВ МУНІЦИПАЛЬНОЇ ВЛАДИ ПЕРШОГО РІВНЯ В УМОВАХ АДМІНІСТРАТИВНО – ТЕРИТОРІАЛЬНОЇ РЕФОРМИ(2020) Галунько, О. В.Кваліфікаційна робота присвячена теоретичному узагальненню сфери діяльності органів муніципальної влади першого рівня в умовах адміністративно – територіальної реформи, встановленню проблем правового регулювання і шляхів їх вирішення, а також формулюванню пропозицій щодо вдосконалення зазначеної сфери. В ході роботи було охарактеризовано загальнотеоретичні положення муніципальної влади, проаналізовано нормативно - правові засоби впливу муніципальної влади першого рівня та визначено особливості їх застосування. Розглянуто напрями удосконалення нормативно-правових засобів за допомогою державного регулювання в сфері муніципальної влади. The gualification work is devoted to the theoretical generalization of the sphere of activity of municipal authorities of the first level in the conditions of administrative - territorial reform, establishment of problems of legal regulation and ways of their decision, and also formulation of offers on improvement of the specified sphere. In the course of the work the general theoretical provisions of the municipal power were characterized, the normative - legal means of influence of the municipal power of the first level were analyzed and the peculiarities of their application were determined. The directions of improvement of normative-legal means by means of the state regulation in the sphere of the municipal power are considered.
