М.Соціальна робота з внутрішньо переміщеними особами є важливою діяльністю, що фокусується на підтримці людей, які були змушені залишити свої домівки через війни, переслідування, природні катастрофи чи інші загрози. Основою цієї роботи є принципи захисту прав людини, соціальної справедливості та забезпечення добробуту вразливих груп. Внутрішні переселенці стають вразливою групою, робота з якою повинна відповідати сучасним вимогам та використовувати інноваційні підходи у професійній діяльності соціальних працівників. Це підкреслює важливість регулювання соціальної інтеграції через активізацію та обʼєднання позитивних соціально-виховних впливів усіх елементів соціально-культурного середовища, зокрема в територіальних громадах / Social work with internally displaced persons is an important activity that focuses on supporting people who have been forced to leave their homes due to war, persecution, natural disasters or other threats. The basis of this work is the principles of protection of human rights, social justice and ensuring the welfare of vulnerable groups. Internally displaced persons are becoming a vulnerable group, work with which must meet modern requirements and use innovative approaches in the professional activities of social workers. This emphasizes the importance of regulating social integration through activation and unification of positive socio-educational influences of all elements of the socio-cultural environment, particularly in territorial communities.Item ОРГАНІЗАЦІЯ ТА НАДАННЯ СОЦІАЛЬНИХ ПОСЛУГ У ТЕРИТОРІАЛЬНІЙ ГРОМАДІ(2024) Бойчук, М. Г.У процесі децентралізації відповідальність за надання соціальних послуг перейшла до територіальних громад, тому кожна громада відповідно до державних стандартів повинна створити базові соціальні послуги та забезпечити їх надання якомога ближче до місця проживання її отримувачів. Запровадження нових підходів у сфері організації та надання соціальних послуг покращить зв’язок з мешканцями, а також з іншими суб’єктами. Це підвищити здатність органів місцевого самоврядування ефективно впроваджувати норми національного законодавства на місцевому рівні та швидко адаптуватися до сучасних змін. У результаті якість соціальних послуг зросте, і вони стануть більш людино-орієнтованими. In the process of decentralization, responsibility for the provision of social services passed to territorial communities, so each community in accordance with state standards should create basic social services and ensure their provision as close as possible to the place of residence of its recipients. The introduction of new approaches in the organization and provision of social services will improve communication with residents, as well as with other actors. This will increase the ability of local self-government bodies to effectively implement the norms of national legislation at the local level and quickly adapt to modern changes. As a result, the quality of social services will increase, and they will become more human-oriented.Item СПЕЦИФІКА СОЦІАЛЬНОЇ РОБОТИ З НАЦІОНАЛЬНИМИ МЕНШИНАМИ В СУЧАСНІЙ УКРАЇНІ (НА ПРИКЛАДІ ХЕРСОНСЬКОЇ ОБЛАСТІ)(2022) Насонова, А. Д.У роботі розглядаються особливості соціальної роботи з національними меншинами в сучасній Україні на прикладі Херсонської області. В теоретичній частині роботи проаналізовано поняття «національна меншина», визначено правовий статус національних меншин в Україні; досліджено історію соціальної роботи з національними меншинами в Україні. В практичній частині визначено специфіку становлення й розвиток соціальної роботи з національними меншинами в Україні, запропоновано проєкт Сектору соціальної роботи з представниками національних меншин у межах територіальної громади Херсонської області. Отримано висновки щодо соціальної роботи з національними меншинами в сучасній Україні на прикладі Херсонської області. / The work considers the peculiarities of social work with national minorities in modern Ukraine on the example of Kherson region. The theoretical part of the work analyzes the concept of "national minority", defines the legal status of national minorities in Ukraine; the history of social work with national minorities in Ukraine is investigated. The practical part defines the specifics of formation and development of social work with national minorities in Ukraine, proposed a project of the social work sector with representatives of national minorities within the territorial community of Kherson region. Conclusions on social work with national minorities in modern Ukraine were obtained on the example of Kherson region.Item УДОСКОНАЛЕННЯ СИСТЕМИ УПРАВЛІННЯ СТРАТЕГІЧНИМ РОЗВИТКОМ ТЕРИТОРІАЛЬНИХ ГРОМАД(2021) Ніколаєнко, Е. В.Система управління стратегічним розвитком реалізується протягом довготривалого процесу через інноваційні стратегії формування добробуту суспільства з урахуванням якісних та кількісних складових та реалізацію їх соціально-економічного прогресу. Стратегічний розвиток дає можливість конкурувати з іншими територіальними громадами для створення сприятливих умов функціонування бізнесового середовища, включаючи інфраструктуру та послуги інших суб’єктів ринку. Цей процес, у рамках якого публічні, муніципальні, неурядові інституції співпрацюють для покращення конкурентної позиції власної території та ефективного стратегічного розвитку в майбутньому, активізують економічне зростання, покращують інвестиційний клімат, створюють нові робочі місця, що приводить до якісного рівня життя мешканців певної територіальної громади. The management system of strategic development is implemented over a long process through innovative strategies for shaping the welfare of society, taking into account the qualitative and quantitative components and the implementation of their socio-economic progress. Strategic development provides an opportunity to compete with other local communities to create favorable conditions for the functioning of the business environment, including infrastructure and services of other market participants. This process, in which public, municipal, non-governmental institutions cooperate to improve the competitive position of their territory and effective strategic development in the future, stimulate economic growth, improve the investment climate, create new jobs, leading to a quality of life for residents.Item МЕХАНІЗМИ ЗАБЕЗПЕЧЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ ТЕРИТОРІАЛЬНИХ ГРОМАД(2021) Топчій, А. С.Визначено сутність і значення конкуренції в умовах реалізації нової регіональної політики. Досліджено особливості визначення рівня спроможності територіальних громад. Визначено бюджетні механізми фінансування розвитку об’єднаної територіальної громади. Досліджено стан розвитку Бериславської міської територіальної громади. Визначено особливості розроблення програмних документів, направлених на зростання конкурентоспроможності територіальної громади. Проведено оцінювання сучасного стану розвитку житлово-комунального господарства у Бериславській міській територіальній громаді. Обґрунтовано доцільність використання сучасних методів визначення проблемних складових у розвитку територіальних громад. Запропоновано інвестиційні механізми фінансування розвитку об’єднаної територіальної громади. The essence and significance of competition in the conditions of realization of the new regional policy are defined. Peculiarities of determining the level of capacity of territorial communities have been studied. Budget mechanisms for financing the development of the united territorial community have been identified. The state of development of Beryslav city territorial community is investigated. Peculiarities of development of program documents aimed at increasing the competitiveness of the territorial community are determined. An assessment of the current state of development of housing and communal services in the Beryslav city territorial community was conducted. The expediency of using modern methods of determining problem components in the development of territorial communities is substantiated. Investment mechanisms for financing the development of the united territorial community are proposed.
