А.Актуальність вибору теми визначається важливістю проведення земельної реформи в Україні та гостро поставленні питання реформи на даний момент. З початком земельної реформи в Україні проводилося тотальне роздержавлення землі, передача державних земель у власність новостворених об’єднаних територіальних громад, формування ринкових відносин в сфері землекористування. Необхідно охарактеризувати українське та європейське законодавство щодо регулювання земельних відносин, для визначення спірних моментів, уникнення негативного досвіду інших країн та запровадження якісних змін. А для цього потрібно чітко визначити ефективні заходи та спланувати дії з реформування земельних відносин. The urgency of the choice of topic is determined by the importance of land reform in Ukraine and the acute issue of reform at the moment. With the beginning of land reform in Ukraine, total land privatization was carried out, state lands were transferred to the ownership of newly created united territorial communities, and market relations in the field of land use were formed. It is necessary to characterize the Ukrainian and European legislation on the regulation of land relations, to identify controversial issues, to avoid the negative experience of other countries and to introduce qualitative changes. To do this, it is necessary to clearly define effective measures and plan actions to reform land relations.Item ДІЯЛЬНІСТЬ СУЧАСНИХ КЛУБНИХ УСТАНОВ У КОНТЕКСТІ ДЕЦЕНТРАЛІЗАЦІЇ В УКРАЇНІ(2021) Галкіна, Г. П.У кваліфікаційній роботі здійснено дослідження клубів та клубних установ в Україні на межі ХХ–ХХІ століть. Робота складається з двох розділів. У першому розділі здійснено аналіз особливостей організації клубної діяльності та виділено специфіку клубної культури на теренах України. У другому розділі деталізовано особливості реалізації політики децентралізація в контексті реформування місцевого самоврядування в Україні. І на прикладі нової форми клубної організації – Ротаракт, виділено запозичення європейського досвіду для розвитку сучасної України. In the qualification work the research of clubs and club establishments in Ukraine at the turn of the XX-XXI centuries is carried out. The work consists of two sections. The first section analyzes the peculiarities of the organization of club activities and highlights the specifics of club culture in Ukraine. The second section details the features of the implementation of decentralization policy in the context of local government reform in Ukraine. And on the example of a new form of club organization - Rotaract, the borrowing of European experience for the development of modern Ukraine is highlighted.Item ПРОЦЕС ДЕЦЕНТРАЛІЗАЦІЇ В МИКОЛАЇВСЬКІЙ ОБЛАСТІ: ПЕРЕДУМОВИ, СУЧАСНІ РЕАЛІЇ І ПЕРСПЕКТИВИ(2020) Шмагель, О. В.У науковій роботі виявлені передумови та особливості формування територіальних громад в Миколаївській області. В першому розділі мова йде про суспільно – географічні передумови процесів децентралізації та реформування адміністративно – територіального устрою, а також розкрито етапи формування об`єднаних територіальних громад. На початок адміністративно-територіальної реформи в Україні нараховувалося 490 районів в яких, відбувся процес децентралізації та було утворено 10 279 об`єднаних громад. У другому розділі проаналізовано просторово – часові особливості адміністративно – територіального устрою Миколаївської області. Станом на 2019 рік в Миколаївській області налічується вже 41 ОТГ. У третьому розділі виділено основні проблеми та перспективи розвитку об`єднаних територіальних громад ( на прикладі Прибужанівської) Вознесенського району Миколаївської області. Під час дослідження соціально – економічних умов громади було виявлено проблеми Прибужанівської громади : відсутність дорожнього освітлення, поганий стан дорожньо – транспортної інфраструктури, малоефективне опалення громадських об`єктів, високий рівень безробіття та відсутність газифікації по всій території громади. / The scientific work reveals the prerequisites and features of the formation of territorial communities in the Mykolaiv region. The first section deals with the socio-geographical background of the processes of decentralization and reform of the administrative-territorial structure, as well as the stages of formation of United territorial communities At the beginning of the administrative-territorial reform in Ukraine, there are 490 districts in which the process of decentralization took place and 10,279 United communities were formed. In the second section, the spatial and temporal features of the administrative and territorial structure of the Mykolaiv region are analyzed. As of 2019, there are already 41 OTG in the Mykolaiv region. The third section highlights the main problems and prospects for the development of United territorial communities ( on the example of Pribuzhanovsky) Voznesensky district of the Nikolaev area. During the study of socio-economic conditions of the community, the problems of the Pribuzhanovsky community were identified : lack of road lighting, poor condition of road transport infrastructure, inefficient heating of public facilities, high unemployment and lack of gasification throughout the community
