    КРИТЕРІЇ ТА ПОКАЗНИКИ ЕФЕКТИВНОСТІ ЗАСТОСУВАННЯ ЕЛЕКТРОННИХ ВІДКРИТИХ ЖУРНАЛЬНИХ СИСТЕМ У НАУКОВО-ПЕДАГОГІЧНИХ ДОСЛІДЖЕННЯХ

    У статті виокремлено критерії (проектувальний, організаційно-комунікаційний, результативний) і показники ефективності застосування електронних відкритих журнальних систем (ЕВЖС) у науково-педагогічних дослідженнях. Шляхом експертного оцінювання встановлено достатній ступінь проявлення проектувального (67%) та високий – організаційно-комунікаційного (80%) і результативного (100%) критеріїв. Уточнено поняття «ІКТ-компететність наукових працівників щодо застосування електронних відкритих журнальних систем у науково-педагогічних дослідженнях». Виокремлено мотиваційно-ціннісний, когнітивний, операційно-діяльнісний та адаптивний компоненти ІКТ-компетентності. Визначено критерії (аксіологічний, когнітивний, праксеологічний, адаптивний) та показники її оцінювання. В результаті експертного оцінювання методом ранжування конкретизовано найбільш значущі критеріальні показники, на які слід орієнтуватись у процесі оцінювання ІКТ-компетентності наукових працівників щодо застосування ЕВЖС у науково-педагогічних дослідженнях. Подана характеристика рівнів сформованості компонентів ІКТ-компетентності наукових працівників щодо застосування ЕВЖС (базовий, достатній, поглиблений). Розглянуто критерії оцінювання наукових періодичних видань для включення до провідних міжнародних наукометричних і реферативних баз даних Web of Science, Scopus, Directory of Open Access Journals. In the article, the criteria (design, organizational and communication, productive) and indicators of efficiency of the use of electronic open journal systems (EOJS) in scientific and pedagogical research are elaborated. A sufficient level of projective criteria (67%) and high level of organizational and communication (80%) and effective (100%) criteria was established by an expert evaluation. The concept of "ICT-competence of scientific workers on the use of EOJS in scientific and pedagogical researches" was specified. The motivational-value, cognitive, operational-activity, adaptive components of ICT-competence are singled out and the criteria (axiological, cognitive, praxeological, and adaptive) and the indicators of its evaluation are specified. As a result of expert evaluation by ranking method, the most significant criterial indicators are specified, which should be guided in the process of assessing the ICT competence of scientists on the use of the EOJS in scientific and pedagogical research. The characteristic of levels of ICT-competence components’ formation (basic, sufficient, in-depth) is given. The criteria for evaluating scientific periodicals for inclusion in the leading international scientometric and abstract databases Web of Science (WoS), Scopus, Directory of Open Access Journals (DOAJ) are considered.

    ПРОЦЕДУРА ВПРОВАДЖЕННЯ ЕЛЕКТРОННОГО НАУКОВОГО ЖУРНАЛУ З ВИКОРИСТАННЯМ ПРОГРАМНОЇ ПЛАТФОРМИ OPEN JOURNAL SYSTEMS

    У статті описано процедуру впровадження електронного наукового журналу з використанням електронних відкритих журнальних систем (ЕВЖС) та конкретизовано зміст діяльності на кожному з її етапів (прогностичному, організаційному, технічному, підготовчому, практичному, узагальнюючому та перспективному). Подані рекомендації щодо основних аспектів процесу створення та підтримки електронного журналу: нормативно-правове підґрунтя функціонування; види, проблематика, цільова аудиторія, джерела фінансування, редакційні політики та періодичність публікації електронних наукових періодичних видань; добір програмного забезпечення для підтримки редакційно-видавничого процесу, система рівнів доступу користувачів ЕВЖС Open Journal Systems (OJS); передбачуваний вид та формат контенту електронного журналу, тип доступу до нього, зокрема відкритий доступ, архівація, індексація та інформаційно-аналітичний моніторинг опублікованих наукових робіт; формування редакційної колегії та штату, залучення фахівців у галузі ІКТ, їх обов’язки та навантаження, навчання користувачів і технічної команди. The article deals with the procedure of implementation of the electronic scientific periodical edition using electronic open journal systems (EOJS). It is specified the activities at each of its stages (prognostic, organizational, technical, preparatory, practical, generalizing and prospective). The recommendations on the main aspects of the electronic journal implementation are given: the normative and legal basis for the functioning, their types, scientific scope, target audience, economic model, editorial policies and periodicity of publication; the software selection for the editorial and publishing process support, the Open Journal Systems (OJS) user roles system; the expected type and format of the journal content, the type of it access, including open access, archiving, indexing and information and analytical monitoring of published scientific works; the formation of the editorial board and staff, the involvement of ICT professionals, their duties and workload, the users and technical team training.
